Planning Division

The Planning Division is responsible for guiding the City’s growth by updating and administering the Comprehensive Plan, land use regulations, and development standards. The Planning Division is responsible for both current and long range planning services, including processing land use and other permits, managing development code and Comprehensive Plan amendments, and coordinating long range planning projects such as the 2021 Housing Needs Analysis and Strategy Project and 2022 Transportation System Plan Update.

Planning Staff evaluates land use proposals against the policies and requirements of the Comprehensive Plan and Development Code, and presents findings and recommendations to the Planning Commission and the City Council to issue final decisions.

The City of Estacada currently has a full Planning Commission.

  • To qualify for the Planning Commission, applicants must be U.S. citizens and submit a completed application for appointment to a citizen committee.
  • Application forms are available at City Hall or can be downloaded below. Each volunteer form shall be accompanied by a brief statement of why the applicant wishes to serve on the Planning Commission.
  • All candidates are welcome to include a resume with their applications. Appointments to the Planning Commission will be made by the City Council.

Members of the Planning Commission are required to file a Statement of Economic Interest with the Oregon Government Ethics Commission. The annual reports must be filed by April 15 every year of the incumbency of the public official. In addition, quarterly updates are due January 15, April 15, and October 15.
