Estacada Invocation Policy
The Estacada City Council passed a resolution on December 8, 2025 that invites interested community members to volunteer to deliver a brief invocation or reflection at the start of City Council meetings and some committee meetings. City Council meetings are scheduled for the second and fourth Mondays of each month at 6:00 p.m. and are open to the public.
The purpose of the invocation is to set a positive and respective tone for meetings; lend gravity to the occasion; solemnize the proceeding; and encourage reflection upon shared ideals. Invocations and reflections may be either religious or nonreligious in nature.

Public Meeting Law (PML) Grievances
City of Estacada meeting bodies, including the City Council and all boards and committees, are subject to Oregon’s Public Meetings Law (PML). Violations of the PML should be reported through the grievance process outlined by state law and the Oregon Government Ethics Commission (OGEC). To report a violation of the PML by an Estacada meeting body, submit a written grievance statement to the City Recorder by email to: info@cityofestacada.org or in-person at City Hall (475 SE Main Street, Estacada, OR 97023) during regular business hours. Once received the city will initiate the process as outlined by the OGEC (see link above).
