The City bills approximately 1,900 customers monthly for water, sewer and storm drain fees. The bills are mailed by the last business day of each month and are due by the 20th of the following month. Rates include flat fees for water, sewer, and storm drain, plus a usage fee based upon how many gallons of water are used.

To Sign-Up for Autopay: Please fill out the Application for Auto Pay Form or submit the form via email to Billing@cityofestacada.org, mail to our PO Box (PO Box 958, Estacada, OR 97023), or drop in the silver payment drop box outside the front door of City Hall.

- If you were shut off and it is during our business hours there is a $50 reconnect fee, and you may call our office (503.630.8270) to have your water turned back on. If it is after our regular hours there is a $100 reconnect fee, and you may call our Public Works on-call at 503-849-9951.
Utility Rates: (based on single family residential)
Reduced Rates for Senior Citizens
The City of Estacada offers a reduced rate for water, sewer, and storm drain utility services for senior citizens that are 62 or older and have a maximum annual income at or below 60% of the Oregon Median Income for the current year. The reduced rate is set by a resolution by the council and can be viewed on the fee schedule.
New applicants can apply anytime during the year, and renewal applications must be submitted before July 1st each year for continued eligibility. Reduced rates will be applied to the account with the first full billing period following the approval of the application. The application form is available below in the supporting documents or at City Hall at 475 SE Main Street.

Had a leak?
If you suspect a problem, it is recommended to start investigating right away. You are financially responsible for water that passes through the meter. The City owns the water lines from the water treatment plant to the meter. A leak after the meter is on private property and is the responsibility of the Account Holder to locate and fix. To encourage prompt repairs and lessen the financial impact of a substantial leak, the City may provide some financial relief if a qualifying leak is repaired.
