Construction Updates

April 2024

April 1st - April 5th:

  • Poured sidewalk areas near Yo Treats
  • Installed a new catch basin in front of Level 11 Salon
  • Completed pouring the remaining entrance to Conoco
  • Initiated the laying of the new storm line along SW Main

April 8th - April 12th:

  • Adjusted water main at 3rd Ave. for new storm lines clearance.
  • LaRusso completed ¾ of concrete drive work at Sol Tapatio and Conoco drive approaches.
  • Demolished two existing catch basins and installed one new catch basin.
  • Re-laid crushed rock base for old bus pad.
  • Focused on storm work at 3rd Ave.
  • Worked on storm and irrigation connections.

April 15th - April 19th:

  • Adjusted two 6” water lines near City Hall.
  • Installed irrigation valves in the planter area.
  • Completed new bus pad and last ½ of the drive at Sol Tapatio.
  • Installed new catch basin near Ace Hardware.
  • Reconnected storm lines from Ace Hardware parking lot.
  • Prepped Ace Hardware and Chapmans' entrances.
  • Installed 70’ of 12” storm line in front of City Hall.
  • LaRusso was onsite for concrete work at Chapmans and curbs along Phase 4.
  • S&W Underground crew installed manhole #5.
  • Prepping concrete for sidewalks in front of State Farm and Level 11 Salon.

April 22nd Traffic Interruption:

  • Scheduled from 7 am to 5 pm.
  • S&W Underground and Global Electric will:
    • Demolish and remove existing concrete crosswalk areas at 3rd Avenue.
    • Install conduit for future crosswalk signaling enhancements.

April 22nd - April 26th

  • Demolished the existing concrete crosswalk area at 3rd Ave and the concrete island on Main Street.
  • Completed the installation of the remaining 1 ½" conduit supplying the RRFB's, along with the ¾" conduit crossing 3rd Ave.
  • Sidewalks were poured in front of State Farm, half of the Level 11 frontage, and the ADA ramp at the SE corner of 4th Ave by LaRusso.
  • Lowered the irrigation vault at Ace Hardware.
  • Prepped sidewalk areas for upcoming concrete work.
  • Focused on temporarily paving the trenches created on Monday.
  • Started foundation transition work at Yo Treats, with additional attention required.
  • Planned activities include placing 12" storm lines to connect various catch basins along the west side of Main Street.
  • Global Electric will be onsite to pour RRFB foundations and the metered pedestal base.

Upcoming work for April 29th - May 3rd

  • Aiming to pour concrete along Phase 4, including sidewalk areas in front of Level 11 Salon and ADA ramps at 3rd Ave (weather permitting).
  • Priority on placing existing manholes and storm lines to complete all underground storm work as soon as possible.

March 2024

March 4th - March 8th

  • Install the new fire hydrant on Phase 2 (4th Ave to the Highway - heading South).
  • Continue demolition into Phase 4 (4th Ave to 3rd Ave - heading North).
  • Install conduit/irrigation along Phase 4 (4th Ave to 3rd Ave - heading North).
  • Commence saw cutting for storm work.
  • Perform saw cutting for the Main street crossing needed for the 3" PGE power supply.
  • Finish phase I sidewalks and place curbs along Phase 2 (4th Ave to the Highway - heading South).
  • Completing demolition on Phase 4 (4th Ave to 3rd Ave - heading North).
  • Placing conduit/irrigation/junction boxes along Phase 4 (4th Ave to 3rd Ave - heading North).
  • Trenching for 3" PGE crossing.
  • Placing curbs along Phase 2 (4th Ave to the Highway - heading South).

March 11th - March 15th:

  • The demolition of Phase 4 is nearing completion.
  • Conduit, irrigation systems, and junction boxes have been diligently placed along Phase 4.
  • Trenching work for the 3" PGE crossing has been successfully completed.
  • The installation of curbs along Phase 2 is currently underway.

March 18th - March 22nd:

  • Completed conduit/irrigation installation.
  • Addressed potholed water main at 3rd Street.
  • Rectified curb issues identified in Phase 2.
  • Poured half of the concrete entry into the City Hall parking area and one full entry into Conoco.
  • Placed curbs along Phase 3.
  • Completed incidental storm work along Phases 3 and 4.

March 25th - March 29th:

  • Completed Phase 3 curbs
  • Prepped and poured roughly 1/3 of the Phase 4 curbs
  • Prepped Phase 2 and 3 sidewalk areas
  • Installed 3 incidental rain drains
  • Demolished the curb and sidewalk on the NE corner of 3rd
  • Demolished and replaced 1 catch basin at NE 3rd
  • Filled potholes
  • Temporarily paved 4 street crossings
  • Swept the site
  • Finish the installation of storm manhole #4 near Yo-Treats
  • Temporarily pave additional ditch lines to address concerns
  • Continue pouring concrete sidewalks and driveway approaches into City Hall, Conoco, and Sol Tapatio
  • Temporary pedestrian access may be interrupted on the 29th and into early April while the new concrete sidewalks/driveways are in the curing process

February 2024
  • S&W Underground worked on upsizing the water lines and trenching areas for electrical, irrigation, and sidewalk installation.
  • Striving to keep one side of the road open as much as possible to allow traffic flow.
  • On-street parking in front of Yo-Treats may be unavailable temporarily as they work.
  • Concrete chipping work was underway on 3rd Street.
  • The waterline installation is nearing completion and is expected to wrap up by the end of the month. There may be a brief interruption in water service. This will affect Dollar General, Yo-Treats, Backroads Beauty, and City Hall. S&W Underground will be reaching out to the owners of these businesses ahead of time to coordinate and minimize disruptions.
  • Demolition work starting from Yo-Treats and extending to the end of Main Street, where it meets the highway, commenced. To ensure safety, temporary pedestrian fencing was installed along the affected areas. Access to the bus stop will remain available throughout the process.
  • Curbing installation started on the 16th.
  • The Trimet bus stop was reopened on February 16th.
  • Conduit and trenching work for streetlights commenced the 19th, from Yo-Treats to City Hall.
  • Progress has been made with curb installations, and additional concrete work is slated to begin soon, particularly at the driveway by McCrae's and Kristy's food truck. Kindly note that on-street parking may be affected throughout the week due to these activities.
  • Trenching for electrical purposes will commence on 4th Ave between Kristy's and Yo-Treats. Please anticipate potential traffic impacts while traveling along this route.
  • Demolition work for Phase 3 (Jeremy Loveless to 4th Ave - heading North) is scheduled to commence towards the end of the month, starting from Jeremey Loveless to Sol Tapatio.
  • Water service interruption on the 26th. They will be transitioning to the new water line, with work starting in the early morning. This is to ensure businesses can open as normal with minimal disruption to their water services. We apologize for any inconveniences and appreciate your patience. Businesses that will be affected are Dollar General, Backroads Beauty, Yo-Treats, City Hall, Sol Tapatio, Conoco (Chevron), and the Fire Department.
  • Installing the new fire hydrant is planned for last week of the month.
  • Continuing sidewalk pouring along Phase 1 (3rd to 4th Ave - heading South).
  • Preparing for curbs along Phase 2 (4th Ave to the Highway - heading South).
  • Initiating demo/electrical trenching along the Phase 3 portion of the project (Jeremy Loveless to 4th Ave. east side of Main).
  • Successfully connected both ends of the new water main.
  • Completed sidewalk demolition along Phase 3 (Jeremy Loveless to 4th Ave - heading North).
  • Concluded conduit/irrigation trenching along Phase 3 (Jeremy Loveless to 4th Ave - heading North).
January 2024
  • Construction has started, S&W Underground has begun the sidewalk demolition leading from Harvest Market towards Clackamas River Growlers. Temporary fencing and pedestrian access to businesses are in place.
  • The ADA directly behind Harvest Market and driveway into McCrae's Motel is open to allow residents and medical transport in.
  • Demolition will continue along Main's West side into early February and then transition to the waterline located in the alley behind Sol Tapatio.
  • Phase 1 is anticipated to be completely demolished and temporary access in place by early February, but we will update with any changes or delays.

Why are you updating Main Street?

The downtown Main Street update has been part of the greater downtown revitalization plans since 2007. There are some surfacing issues with the asphalt on Main Street. There are missing ADA ramps and broken/damaged sidewalks. Pedestrian visibility and crossing is another issue.

How is the Main Street Update being funded?

Main Street is part of the Urban Renewal District. This is a taxing district with specific boundaries and projects which funds collected can be used to complete. Projects which urban renewal can fund are determined by ORS 457.

Urban renewal is funded by tax increment financing (TIF). When an urban renewal plan is adopted, the county assessor calculates the total assessed value of the area and establishes this value as the “frozen base” for the area.

Taxes from that frozen base continue going to all of the taxing jurisdictions. Growth above the base is called the “increment”. Taxes from the increment, called tax increment revenue, go to the urban renewal agency for projects within the urban renewal area.

This does not increase your taxes. The tax rate a property owner will pay inside the Urban Renewal District will not change simply because of TIF. TIF is only collected on properties inside the district boundaries. The allocation of where that tax funding goes is what changes inside an urban renewal district. This is only for a set period of years.

The Main Street Update is the last large project to be funded by our Urban Renewal District before it sunsets in 2027.

When will the Main Street construction start?

This depends on how long the design phase takes. Once the final design is approved, we will ask for bids for the construction. This process can take a month or two to get a construction company under contract. We expect construction to take 3 to 4 months to complete. We hope that the construction will start spring of 2024, however until we are under contract with a construction company this is just a rough guess.

Will this update make the road narrow like Broadway?

The short answer is not really. We understand that when you compare Main Street to Broadway that there's concerns that updating Main Street will result in a very narrow road like Broadway. The lane widths are significantly wider than Broadway and the travel lane will not decrease to anywhere close to the width of Broadway. Travel lanes will be between 17 to 20 feet on Main Street and they are currently 13 feet on Broadway. While they may decrease slightly, they will not get anywhere close to as narrow as Broadway. The road may feel smaller though with street trees and streetlights, these create the illusion of a narrower street which causes people to slow down.

How will this impact evacuations?

The final road design will not be any less navigable than the current road. The road widths will be negligibly different. Construction plans for traffic routing have not yet been decided but it is in our plan to have clearly marked detour routes.

Why do I have Urban Renewal listed on my tax bill if my property is not inside the district?

Clackamas County Tax Assessor uses a rate (percentage) system to calculate tax. Because of this, the TIF is calculated on all the property in the sponsoring district even though it is only based on the property inside the district boundaries. Since Estacada has an Urban Renewal District, everyone in city limits will see Urban Renewal on their tax bill. Since Clackamas County has urban renewal districts, everyone in Clackamas County will see urban renewal listed on their tax bill. This does not increase your taxes. When the Urban Renewal District ends the taxes will be redistributed to other agencies, like Estacada Fire, Clackamas County Vector Control, Libraries and Port of Portland, etc.

Why are the newer sidewalks in front of Level 11 and State Farm being demolished?

One of the key issues we encountered was the improper drainage of stormwater, which resulted in pooling next to the curb in certain areas, including in front of Level 11 Salon and State Farm.

To address this issue effectively, we are adjusting the street elevations to ensure proper flow towards the catch basins. Leaving some of the existing sidewalks would lead to an inconsistent curb elevation, with variations of +/- an inch or two. This inconsistency not only affects aesthetics but also creates practical challenges, such as uneven stepping from the street to the curb.

Although it's regrettable to waste concrete, this presents us with an opportunity to rectify the situation and achieve a uniform and properly leveled outcome. Therefore, we have decided to repour all the sidewalks to ensure a consistent look and the practicality of evenly aligned curb heights.
