Notice is hereby given that the Estacada Planning Commission will hold a public hearing on Wednesday, November 29, 2023 beginning at 2:00 pm in the Estacada City Council Chambers, Estacada, Oregon, and available for virtual attendance, to consider the following proposals:
Downtown Design Review Development Code Amendments:
The City of Estacada is proposing amendments to Estacada Municipal Code Title 16 - Development, relating primarily to design and development standards in the Downtown (D) Zone. This proposal includes clarifying standards for exterior building materials, establishing definitions for “compact parking” and “pedestrian amenities”, establishing design review typology and protocol, and prohibiting ground-floor residential uses in the portion of the D Zone located south of HWY 224. This proposal is subject to the applicable criteria for development code amendments established in EMC Chapter 16.128 as well as applicable goals and policies of the Estacada Comprehensive Plan and Statewide Planning Goals. The Planning Commission will forward a recommendation to the City Council who will hold a public hearing on Monday, December 11th at 7:00pm in the Council Chambers at Estacada City Hall.
Anyone wishing to present written testimony on this proposed action may do so in writing prior to or at the Public Hearing. Testimony and evidence must be directed toward the applicable approval criteria or other criteria, which a person believes to apply to the decision. Failure to raise an issue in a hearing, in person, or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal of the Commission's decision based upon that issue.
A copy of the proposal and applicable criteria is available for inspection at no cost at City Hall. Paper copies of the Transportation System Plan draft will be provided at reasonable cost. A copy of the City's staff report will be available for inspection at no cost at least seven days prior to the Public Hearing.
