Housing Policy & Code Amendments Scheduled for Adoption Hearings
Between Spring 2021 and Summer 2022, the City has conducted a Housing Needs Analysis (HNA) assessing current and future needs for the community, gathered input from residents and stakeholders, and developed a set of potential strategies the City can undertake to meet those needs. The Planning Commission and City Council are now scheduled to hold public hearings to consider adopting the project findings and associated policy and code amendments. The Planning Commission’s hearing will be held on Thursday, August 25th at 6:00 p.m. at City Hall, and the City Council’s hearing will be held on Monday, September 26th at 6:30 p.m.at City Hall.

Project Overview
The City of Estacada is working on a study to assess current and future housing needs for the community and plan for how to meet them now and in the future.
- The study will identify how much land is available in Estacada to meet our future housing needs and how that supply of land syncs up with projected future housing needs.
- The study also will outline strategies that could be undertaken by the City, builders, developers, non-profit organizations, and others to meet the needs identified in the study.
- The City is being assisted in this effort by a consulting team that includes Angelo Planning Group and Johnson Economics.
- The primary components of the project and overall timeline for the work are illustrated above.

Community Engagement Process
The City used a variety of methods to ensure that Estacada community members are informed about the process and have opportunities to weigh in with their thoughts and suggestions regarding the results and recommendations of the study.
These methods, described further below, included:
- A Technical Advisory Committee composed of community members, stakeholders, and technical experts;
- 2 community Open Houses, one online and one in-person;
- This project web page; and 2 public surveys;
- As well as public briefings/workshops with the Planning Commission and City Council, and public adoption hearings.
Technical Advisory Committee
The City appointed a Technical Advisory Committee (TAC) to help guide the process. Committee members were selected to represent a variety of interests, including but not limited to the following:
- City’s Committee on Housing Affordability and Diversity (CHAD)
- City’s Diversity, Equity, and Inclusion Committee (DEIC)
- Local builders and/or developers
- Latino community members
- Real estate professionals
- Estacada Planning Commission (PC) and City Council (CC)
- Estacada School District
- Local employers
- Other at-large community members
The committee met five times at key junctures during the process to review and provide comments on guidance on the analysis and recommendations being developed by City staff and its consultant team.

Community Open House Events
The City and its team conducted two community-wide events to share information and solicit comments on preliminary results and recommendations. These are expected to include one online-only event and one combined in-person and online event during the latter stages of the project, assuming in-person events can be conducted safely at that time.
The first event, an Online Open House and Survey, was conducted over 2 weeks in August. A summary of the open house and survey results is available under “Project Documents” below.
The second event, a Housing Strategies Open House, was held in-person in March. An online survey was available for those who were unable to attend in-person. The Q&A summary, Open House Boards, and survey results are available under supporting documents below.

The City will continue to periodically update this webpage to include information about the project, including a schedule of meetings; access to project memos, maps, reports and presentation materials; and links to other online activities. The planning process will include numerous opportunities for community members to learn about the project and provide meaningful input through public events, online surveys, and public meetings.
