Project Background
The City of Estacada, a community of approximately 6,000 residents located 23 miles southeast of Portland in Clackamas County, Oregon, is defined by its strong connection to parks and the natural environment. The City maintains a system of five developed parks—Wade Creek Park, Fred Campanella Memorial City Park, Cazadero Heights Park, Overlook Park, and Gardiner Park—along with the Lake Shore Trail, which links downtown to Timber Park.
Building on this foundation, Estacada is planning for future park expansion, including the transformation of the existing wastewater treatment facility site into new park space once the new facility is complete. Additional neighborhood parks are also on the horizon, planned in step with residential growth to ensure recreational opportunities keep pace with the expanding community. To support this growth, the City is updating the Estacada Parks Master Plan and will amend Chapters 5 and 9 of the Estacada Comprehensive Plan, as well as Chapters 16.08, 16.26, 16.52, and 16.116 of the Estacada Municipal Code, to ensure alignment between the plan and the City’s broader parks and planning policies.

Parks Master Plan Community Survey #1
We asked community members what they hope Estacada’s parks will be known for 10 years from now. Here’s what they shared:

Parks Master Plan Community Survey #2
The City of Estacada is updating its Parks Master Plan, and we want to hear from you again.
Earlier this year, community members shared their vision and priorities for Estacada’s parks — thank you! Since then, the project team has used that input to draft early recommendations. These include improvements to existing parks, new trail and greenway connections, and ideas for a brand-new park near Estacada Lake, at the existing Wastewater Treatment Plant site.
Now we’d like your feedback on these draft ideas. Your answers will help the team refine the recommendations before the final Parks Master Plan is prepared.
