The City of Estacada is accepting Submissions of Proposals for assistance with updating, reorganizing, standardizing and modernizing its Development Ordinance (DO). The goal of this project is to create an accessible and easy-to-understand DO that presents information in a logical, easily digestible, segmented fashion, reduces informational clutter and limits cross-referencing, meets all legal requirements of the State of Oregon, and supports the vision and goals of the Estacada Comprehensive Plan.

Q&A
Q. Will this project include any public involvement or decision-maker communication?
A. No. This phase of the code audit project is purely technical, at least from the consultant's standpoint. The consultant will not be required to present Executive Summary and Diagnostic Report contents/findings to City Council or the Planning Commission; Staff will handle that.
Q. How much time does Staff anticipate for meetings with consultants, &/or key stakeholders? And does Staff anticipate a need for in-person meetings in Estacada?
A. The amount of time Staff sets aside for project meetings is TBD, and will largely depend on the timeline and identified tasks of the winning proposal. See items 3 and 4 under the Submittals section of the RFP for the specific timeline and task information requested.
Q. Have appointed and elected officials been discussing this code update?
A. Council is supportive of this project, and have included a comprehensive development code audit as a council goal. The project is listed in the City’s 2025 Work Plan, as well.
Q. Is this project funded by a grant? About the June 30th end date– if something delays Council approval of the contract on March 10, does the project continue with a reduced timeline?
A. The project is not funded by a grant, and isn’t affected by any external deadlines. While the City desires to complete the project by June 30th, we understand that applying consultants will have varying capacities. Please include an expected timeline in your proposal.
Q. Deliverables do not include redlining or actual rewriting of the DO, correct?
A. Correct.
