Current Year Goals

The 2012 Goals are organized by Topic Area. The timelines for each of the objectives that support the topic goal are listed at the right. If you have any questions, please contact City Council or the City Manager.

CITY COUNCIL MEETINGS
  • Explore changes to improve the City Council Chamber Meeting Room Layout and Flow. (January 2012)
    • Create sign-up form with Name and Topic for attendees sign-up prior to speaking at a City Council Meeting.
    • Add sign-up process to meeting procedures; make sure to communicate new sign-up process to attendees.
    • Move table with Agenda and Documents towards the entrance.
    • Change Councilor Table layout so the Mayor can see everyone.
    • Setup a table for public speaking instead of the podium.
    • Find someone to help run the camera during the meeting to include public as well as City Council Members and Mayor on the video.  (EHS Class?)
    • Research cost of a better microphone for public use.
    • Communicate to Staff who should be in attendance and if they are on the agenda.
  • Assign each Committee/Commission a Council Meeting to attend to update the City Council on their activities. (January/February)
  • Create and hang up displays in Council Meeting Room.  Use this as a way to share what is going on with the public.  (Plans, Plaques, Mission/Vision, etc.) (January/February)
 
STAFF BENEFITS AND COMPENSATION
  • Proactive make incremental changes to bring the city’s staff benefits and compensation to market in an objective non-emotional way by studying (February):
    • Similar and larger communities based on staffing levels, salary and benefits.
    • Private and business sector comparisons from Chamber and State information.
  • Discuss vacation policy. (January)
 
COMMUNICATION
  • Review email communication policy for City Councilors.  (Bill to communicate policy to City Council.) (January)
  • Create a ¼ page City Contact sheet to put in the Water Bills at the Chamber and in the office. (January)
  • Keep existing media channels up to date (TV Stations, Photos of Councilors on Website and TV). (February)
    • Research updating application used to maintain TV Station information.  Are there inexpensive more advanced options available that take it from just a slideshow to something more dynamic?  Possibly explore TDC grant money to pay for this upgrade.
  • Increase Facebook friends by reaching out to groups and posting pictures and information.  (Melanie and Cr. Conditt) (February)
  • Continue Quarterly Socials. (Ongoing)
  • Improve Quarterly Social Attendance by… (Ongoing)
    • Sending invitations/flyers to specific groups or neighborhoods.
    • Communicating the socials to Committees and Chairs.
  • Continue to write weekly/bi-weekly articles for the local newspaper. (Ongoing)
 
SKATE PARK MAINTENANCE
  • Pursue and implement Sand Volleyball court cover and season. (March/April)
  • Expand existing Park Maintenance contract to include new Skate Park. (March/April)
  • Explore “kind” options to deal with potential Geese issue at Wade Creek Park. (March/April)
 
WASTE WATER TREATMENT
  • Finalize plan for ammonia issue. (March 1, 2012)
  • Explore potential to contract waste water treatment out to a sub-contractor. (March - June)
    • RFQ with clear requirements (i.e. rates, staffing, etc.).
    • Money saving potential.
  • Communicate to the public why this is an issue and that it is an unfunded DEQ mandate (water bills, newspaper, phone, website/facebook). (April/May)
  • Secure funding to implement the plan.  (If unable to fund with existing revenue will need to have a bond.) (March - June)
  • Complete Waste Water Treatment Ammonia project. (2015)
 
STREETS AND SIDEWALKS
  • Reprioritize budget spending. (March - June)
  • Pursue alternate funding sources (i.e. seasonal gas tax). (TBD)
  • Continue with current street and sidewalk funding strategies (revenue, grants). (Ongoing)
  • Keep current inventory and status of streets up to date along with prioritization. (Ongoing)
 
CODE ENFORCEMENT
  • Setup a Workshop to discuss the following Code Enforcement items: (March)
    • Review and determine as a Council what compliance issues are a priority and update Code as needed.
    • Identify “low hanging fruit” code issues that can be easily dealt with.
    • Explore Contracting out or Volunteer Code Enforcement Officers.
    • Understand potential budget impacts for potential code litigation issues.
  • Communicate to public Code Compliance expectations and issues. (March)
  • Improvement management and reporting expectations for Code Compliance. (February)
 
SPRINGWATER TRAIL CORRIDOR
  • Report from Parks & Recreation Commission on current status of this project. (January)
    • Determine what part of the trail should be focused on.
    • Explore what the city can do to support connecting to the trail.  (Partnering, Funding)
  • Become a stakeholder (City Councilor or Parks & Recreation Commissioner) with PGE during their study of putting a bridge in that connects Timber Park to McIver Park and how that may tie to the Springwater Trail. (TBD)
 
URBAN RENEWAL, DOWNTOWN PLAN AND PARTNERSHIPS
  • Complete agreement with Estacada Rural Fire District. (June)
  • Define Urban Renewals role in the EDRAP. (TBD)
  • Explore possible Urban Renewal Projects that tie to the Urban Renewal Plan. (TBD)
    • New or expansion, tax incremental financing (tif)
    • Partnerships with EDA, Chamber, Main Street Project, Existing Businesses (Car Wash, Harvest Market, Reliance Connects)
    • ODOT Realignment Project (FLEX Grant – February)
    • Highway Gateway Project
  • Minimize EDRAP’s projects impacts to citizens and business owners (i.e. tree roots/sidewalk issue, etc.). (Ongoing)
 
LONG-RANGE VISION
  • Create the City’s Mission/Vision Statement. (6 months - 2 years)
    • Review Comprehensive Plan Vision.
    • Review Mission/Vision statement from previous City Council Goal Setting retreat (2009).
    • Include EDRAP (Community-based) Vision Statement in the City’s Mission/Vision statement.
