The City Council serves on an unpaid, voluntary basis. The mayor is elected at large for a two-year term, and serves as the chair of the city council. The remaining six council members are elected at large for four year terms. The city council is non-partisan.

Each year, the City Council sets goals for the community and the city government. These goals help direct the budget and work program for city staff. The Council also establishes policies that help guide decision-making.

Background:
Mayor Dodrill began on the City Council in January, 2007 and is the current City of Estacada Mayor. He has served on the infrastructure committee and the budget committee, as well as the board of Estacada TOGETHER and the Estacada Community Foundation. He has coached numerous basketball teams at all levels, assisted with Estacada Youth Football, and has been a Chaplain with the Estacada Fire District for more than 13 years.
 
Goals as they relate to position:
Mayor Dodrill would like to see Estacada take full advantage of its positive attributes and provide a high quality of life for those who live in the area.  He would like to see the growth that must come to Estacada managed well to protect the great quality of life here.

Background:
Councilor Conditt is past volunteer for many organizations in the community including the EHS Booster Club, the EHS SAFACT committee, and the River Mill PTA. She served on the City’s Budget Review Committee and was the secretary for the Estacada Public Library Foundation. She enjoys serving in her community. Councilor Conditt has raised 2 children in Estacada. She has worked at Reliance Connects since 2000.
 
Goals as they relate to position:
Councilor Conditt wants to encourage and support business development and expansion in Estacada. She wants those businesses to offer wages that support families. She supports new housing for all income levels. She wants to see the downtown area thrive and see blighted properties clean up and rebuilt. She wants to see the growth of recreational activities for children and teens.  She is also interested in partnering with other government agencies to build tourism opportunities and further the connection with the Springwater Corridor.

Background:
Councilor Drinkwine was elected to City Council in January 2009. He also has been involved with a variety of community organizations such as Cazadero Heights Home Owners Association (president), Estacada Area Chamber of Commerce (director), Main Street Design Committee, Estacada Development Association (director), the Tourism Board of Clackamas County (director), Estacada's Budget Review Committee and as council liaison to Estacada’s Arts Commission, Parks and Recreation Commission and Library Board. He co-owns Whitney Signs, a service-related business in Estacada.
 
Goals as they relate to position:
Councilor Drinkwine would like to help Estacada develop into a community that attracts visitors and promotes a range of business opportunities while maintaining its unique character and small-town charm.

Background:

Councilor Smith was elected to the office of City Councilor beginning January 1, 2013. He grew up in Milwaukie and has also lived in Michigan and Washington. Since moving to Estacada two years ago with his family, he can’t imagine living any place else. Councilor Smith works for an organization whose goal is to provide self-supported housing for drug and alcohol recovery, domestic violence survivors and the chronically homeless. The organization has 180 homes in Oregon and serves 1,500 members.

 
Goals as they relate to position:

Councilor Smith’s top priorities as a City Councilor are inspiring youth involvement, bringing ideas for affordable housing options, and economic development. He believes strongly in the idea of community involvement and giving back to those around you. Councilor Smith’s passion is making sure that all people have a voice and are heard.

Rob Gaskill

Background:
Councilor Gaskill was appointed to the City Council on October 8, 2012 replacing Councilor Brendan Flohr. He works at Estacada Funeral Chapel and loves this wonderfully diverse community. Councilor Gaskill moved to Estacada with his family in 2005, but his involvement in Estacada began in 2002 with the Estacada Area Chamber of Commerce where he got a real taste of what Estacada was made of. In the past several years, Councilor Gaskill has also served on the Estacada Area Arts Commission the City of Estacada Budget Committee.
 
Goals as they relate to position:

Councilor Gaskill believes that Estacada has many good qualities and is in need of growth for sustainability. He is not looking for Estacada to become a duplicate of any of the surrounding cities, but a unified community of city, business and volunteers.  Councilor Gaskill considers it an honor to be able to help in that process.

Background:

Councilor Hnidey was appointed to the City Council on January 13, 2014, replacing Councilor Jodi Scott. He grew up in the Estacada area, and he and his wife are currently raising their two children here. Councilor Hnidey graduated from Estacada High School in 2001, received an Associate’s degree from Clackamas Community College in 2003, and graduated from Portland State University with a B.S. in Political Science with a minor in history in 2006. He has served on the board of the Estacada Community Foundation as well as having been involved with the city in various capacities including serving  on the Infrastructure Committee, the Budget Committee where he served as chair, and the Planning Commission.

 
Goals as they relate to position:

Councilor Hnidey would like to focus on strengthening economic development by being a city that fosters a business friendly environment. He wants Estacada to be a community where people can live and work. He would like to see the riverfront area improved so that it is safe and more accessible to visitors. Above all else he wants the Council to remember that it exists to serve the people and make decisions accordingly.
