If any water meter is out of order or if, in the judgment of the superintendent such meter is not making proper water measurement, the same shall be promptly repaired; and the amount of water to be paid for the term subsequent to the previous monthly readings until the meter shall be replaced in proper conditions shall be determined by averaging the amount of use for such prior period as the superintendent may deem just.
