13.04.160 Water service connection charge.

An application for water service where no service previously existed, or an application for a change in service, size or location, or a standby service shall be accompanied by a service installation fee based on the actual cost of labor, material and equipment used in making the service connection and providing the service meter, plus twenty (20) percent for administrative costs, plus a system development charge in accordance with Section 3.16.010.
A. Application Fee. The fee for application will be set by resolution of the council and is payable when submitting the application to the city.
B. Deposit. Upon application for a water service having been made, the public works superintendent shall make an estimate of the cost of making the service connection and providing the service meter. The public works superintendent shall advise the applicant of the amount of the estimate and the applicant shall be required to deposit with the city cash in the amount of the estimate. When the deposit has been made, the public works superintendent shall order the connection. When the connection has been completed, the cost thereof shall be paid from the applicant’s deposit. If the deposit is insufficient to pay the cost, the applicant shall be billed for the difference. No water service will begin until the entire cost for connection has been paid. If the cost of the connection is less than the deposit, the excess shall be returned to the applicant.
C. The city may refuse to install a service line which is undersized or oversized as determined by a study and report of the public works superintendent to the city manager. (Prior code § 3.205)
