All water mains, valves, fittings, hydrants, service connections, and all other appurtenances, except customer service lines, shall be the property of the city. The city water system shall be under the control of the superintendent; and no person other than city employees under the direction of the superintendent shall tap, change, obstruct, interfere with, or in any way disturb the water system.
