Whenever a customer’s requirements for water are unusual, large, or necessitate considerable special or reserve equipment or capacity, the city may enter into special contracts with such customer, and the provisions thereof may be different from and have exceptions to the provisions of Sections 13.04.010 to 13.04.260 and any amendments thereto.
