10.08.060 Removal of immobilization device.

A. No person, other than authorized city agents, shall remove or attempt to remove any immobilization device installed under the provisions of this chapter, and nor shall any such unauthorized person move or attempt to move a vehicle that has been so immobilized.
B. A vehicle shall be released from the immobilization device upon payment of all due fines, assessments and bail, and the immobilization charge. A vehicle shall also be released from the immobilization device if a person presents to the city clear and convincing evidence that the registered owner of the vehicle at the time of immobilization was not the registered owner at the time it was cited for parking violation, or that the fines, assessments and bail had been paid prior to the vehicle being immobilized. “Registered owner” as used in this section means the owner of record with the Motor Vehicles Division of the appropriate state.
