No operator of a motor vehicle shall stand or park motor vehicle, and no owner shall allow a vehicle to stand or park on a street, city property, or property controlled by the city when there are two or more unpaid parking citations for such vehicle within the city, and the time for appearing or posting bail in municipal court specified on the citation has passed, or the time for payment of the fine has passed.
