No person may affix or cause any placard, bill, advertisement or poster to be affixed upon real or personal property, public or private, without first securing permission from the owner or person in control of the property. This section shall not be construed as an amendment to or a repeal of any regulation now or hereafter adopted by the city regulating the use and location of signs and advertising. (Prior code § 5.370)
