Chapter 2.32 SENIOR CENTER ADVISORY BOARD
2.32.040 Concerns--Notes of Concern--Grievances.
A. The board will hear concerns involving the operations and concerns of
the center by Loaves & Fishes during its monthly meetings. If following
discussion a majority of the board (or of the quorum of the board present)
believes the concern to be valid, they shall draft a note of concern to be
presented to the Loaves & Fishes. Loaves & Fishes shall provide a
written response prior to the next monthly meeting. That response shall be read
and discussed at the meeting. If the majority of the board is dissatisfied with
the response, the board may trigger the grievance procedure by notifying the
city manager and Loaves & Fishes of the complaint.
B. The grievance
procedure shall involve conference and discussion at the following levels,
proceeding to the next only if no resolution to the complaint can be
reached:
1. Conference between the advisory board and the local Loaves &
Fishes representative held upon ten (10) days’ notice by the
board;
2. Conference between the executive director of Loaves & Fishes
Centers, Inc. and the board with the city manager of Estacada or their
designees. The city manager will set the time for such conference;
3. A
public hearing before the city council. (Prior code § 1.894)
