The library board shall generally have all powers and duties and shall operate and administer the library as provided in ORS Chapter 357. Specifically, the library board shall have the following powers and duties:
A. The library board shall make recommendations to the council concerning the appointment of the librarian and staff, compensation, determining their working conditions and prescribing their duties.
B. The library board shall have the power to formulate rules and policies for the governance of the library,
C. The library board shall prepare and submit to the city council an annual budget request.
D. The library board shall have the power to approve or delegate to the librarian, the responsibility for approving all budgeted expenditures from the library fund.
E. The library board shall interview prospective appointees to the library board and make recommendations to the council regarding appointments.
F. Such other activities as the city council may assign. (Prior code § 1.720)
