The city council finds:
A. It is desirable to focus greater energy and resources toward meeting community park and recreation needs.
B. The city council believes that Estacada’s park and recreation needs can best be identified through a cooperative partnership with the community.
C. The city council finds that the most practical and expedient method of establishing such a partnership is through the creation of a citizen advisory committee comprised of local citizens interested and/or experienced in park planning and development and recreation and leisure time services.
