Any vacancies shall be filled for the unexpired term by appointment by the mayor with the consent of the council. Any member of the commission may be removed from office for cause. A member who is absent from two consecutive meetings without an excuse as approved by the commission is presumed to be in nonperformance of duty and the city council shall declare the position vacant, unless informed otherwise.
