PARKS & RECREATION COMMISSION MEETING MINUTES

Estacada City Hall, 475 SE Main Street

Wednesday, March 26, 2008 – 7:00 pm

 

Call to Order:

 

          The meeting was called to order at 7:34 pm.

 

 

Roll Call:

 

Present:  Chair Steve Guilliams, Cm. Dennis Dahrens, Cm. Tim Shibahara, Cm. Tim Arnold (arrived at 7:30), Cm. Dianna Turk (arrived at 7:30), Sadie Main.  Absent:  Cm. Zoe Miller, Cr. Becky Arnold.

 

 

Approve February 27, 2008 Minutes:

 

Cm. Arnold moved to approve the minutes as presented, Cm. Dahrens seconded the motion.  The motion passed unanimously.

 

 

Citizen’s Concerns & Comments:

         

Kolieha Bush, The ArtBack, asked if the Commission would be interested in incorporating the Blue Heron mural that she painted in Wade Creek Park.  This is the mural that hung on Y & E Market.  The Commission agreed that they would like to use it in Wade Creek Park.  Chair Guilliams informed the Commission that they do not have a say in the 1% for Arts, it is the decision of the Arts Commission.  Cm. Arnold asked if it goes to the City Council.  

 

Kolieha thinks that a committee may need to be formed to make the final decision to use the mural. 

 

Barbara Bartel, Estacada Public Library, would like the Commission to reassure Kolieha that the mural will be cared for after being incorporated in the park.

 

Cm. Arnold suggested putting the mural on one of the walls of the skate park. 

 

          Cm. Dahrens, would like to be on the Committee if he is needed.

 

Julie Hamer, Friends of the Library, wants to go on record that she is in support of the skate park. She thinks it might increase library patronage.

 

Cr. Richard Hartwig, Estacada City Council, congratulated the Commission on a good job with the Skate Park Grant they are working on. 

 

 

City Council Liaison Report:  City Council Liaison absent, no report.

 

 

Commission Business:

 

Skate Park Grant:    Chair Guilliams informed the Commission that the letters have been turned in that they need for the grant.  Cm. Dahrens got 50 signatures on one letter.  Cm. Turk turned in more signatures.  They will get it sent off next week.  Chair Guilliams is worried that Grindline won’t get the skate park design in on time.  Chair Guilliams showed 2 different skate park drawings to the Commission.  The Commission discussed the drawings.  When they finalize the design, they need to have a public forum to get the community’s opinion.  They will talk more about that after they turn in the grant.  They are applying for $40 per square foot.  Cr. Hartwig asked if the grant was to build it or buy land.  The Commission answered that it is to build it. 

 

Park Dedication:  CM Ealy would like to have a ribbon cutting before the dedication.  The Commission decided to have the dedication and the ribbon cutting on May 31st.

 

Barbara Bartel, Estacada Public Library, informed the Commission that Suzanne Dinsdale will be doing the Summer Reading Program, because Kendra Carpenter is ill.  Suzanne would like to have a booth at the ribbon cutting.  Cm. Shibahara asked if they decided on a time yet.  The time has not yet been determined.  Cm. Shibahara talked to Phil Lingelbach about the new signage around town and for a limited expense they could incorporate that type of sign at Wade Creek Park.  Phil already has the template that NW Tech built for that.  He thinks they will donate more to the park.  He would really like to incorporate the mural theme into that type of signage.

 

Koliah would be willing to come up with something like that if she can work with someone on that.  She would be willing to donate design time for this.  Cm. Shibahara likes to see consistency among signs in parks. 

 

 

Chair Election:  Chair Guilliams opened the floor to anyone wanting to run.  Cm. Turk made a motion that Chair Guilliams be re-elected chair.  Cm. Arnold seconded the motion.  The motion passed unanimously.  Cm. Arnold nominated Cm. Turk to Vice Chair.  Cm. Dahrens moved to elect Cm. Turk as vice chair for one year.  Cm. Shibahara seconded the motion.  The motion passed unanimously.  The next election will be in March of 2009.

 

Citizen’s Concerns & Comments

         

          There were none.

         

Commission Report & Comments

         

          Chair Guilliams appreciates the audience tonight. 

 

Cm. Turk talked to all ages who were interested in the skate park when she was collecting signatures.  Everyone was very enthusiastic.  Cm. Turk informed the Commission that someone shot a goose at the park with a pellet gun.  Cm. Arnold informed the state police about it.  Cm. Turk said the garbage cans are at the park now.  She doesn’t know why the restrooms are not open yet.  Chair Guilliams thinks it is because they aren’t ready yet.  Cm. Turk got complaints about the slide not being safe for children.  Overall everyone likes the park. 

 

Cm. Dahrens got approximately 50 signatures from businesses around town in support of a skate park, and with the exception of one business they were all very enthusiastic about it.  He thinks the park is great, he wishes there was one when he kids were young.

 

Chair Guilliams is very pleased with everyone coming together for getting what was needed for the grant.

 

Cm. Arnold commented that the one thing he hears from kids is “when are they putting in a skate park?”  He would like to put all of his efforts into getting the skate park going. 

 

Cm. Shibahara is impresses that our community has 5 tee ball teams.  He just singed his son up.  He thanked the audience for coming tonight. 

 

Cm. Turk asked when they are getting the picnic tables.  Chair Guilliams explained that there is a punch list that Dave Piper has.  Until that is completed the park is not signed over to the City of Estacada. 

 

Kolieha asked if the City could buy the property and put a coffee/lemonade stand there.
