PARKS & RECREATION COMMISSION MEETING MINUTES

Estacada City Hall, 475 SE Main Street

Wednesday, January 23, 2008 – 7:00 pm

 

Call to Order:

 

          The meeting was called to order at 7:00 pm.

 

 

Roll Call:

 

Present:  Chair Steve Guilliams, Cm. Dennis Dahrens, Cm. Zoe Miller, Cm. Dianna Turk, Cm. Tim Shibahara, Sadie Main.

 

Absent:   Cm Tim Arnold, Cr. Becky Arnold.

 

Welcome New Member – Tim Shibahara:  The Commission welcomed their new member, Tim Shibahara.  Tim shared his background, interests and goals with the Commission.

 

 

Approve November 28, 2007 Minutes:

 

Cm. Turk moved to approve the minutes as presented, Cm. Miller seconded the motion.  The motion passed unanimously.

 

 

Citizen’s Concerns & Comments:

         

There were none.

 

 

City Council Liaison Report:  Cr. Arnold absent, no report.

         

         

Commission Business:

 

Wade Creek Park – Phase I:  Chair Guilliams talked about the progress of the park and shared his excitement.  He informed the Commission that the Estacada Garden Club is donating their time this weekend to landscape the park.  He encouraged the Commission to attend and help out.  Chair Guilliams informed the Committee that the Y & E Market property is up for sale.  The Commission discussed the idea of purchasing the property to expand the park.  Chair Guilliams explained that the Council has been discussing different ways they can purchase the property.  Cm. Shibahara asked who “we” are when the Commission is discussing paying back the loan for the new piece of property.  Chair Guilliams explained that Park SDC’s pay back the majority of the loan, but there are other funding sources as well.  The Commission discussed what will occur in future phases. 

 

The Commission discussed the Wade Creek Park Grand Opening.  Cm. Miller would like to partner with the Arts Commission, and would also like some Commissioners at the Chamber Forum & Good Morning Estacada to talk about the park.

 

P & R District Update:  Chair Guilliams informed Cm. Turk & Cm. Dahrens that Cm. Shibahara and Cm. Miller are on the P & R District Task Force.  He explained what was discussed at the first P & R District meeting on December 6, 2007.  He explained the idea and benefits of the district.  Cm. Miller, Cm. Shibahara & Chair Guilliams answered logistical questions from Cm. Dahrens and Cm. Turk.  The Commission discussed the pros and cons of creating a Park District. 

 

2008 Goals:  Chair Guilliams and the Commission made some notes about what they would like to accomplish during 2008.  See attached list.  Chair Guilliams asked each member to make a list of what fundraisers are important to them and bring it to the next meeting.

Commission Report & Comments

         

Cm. Miller commented that there are a lot of tasks for next month.  She would like everyone to come prepared and with fundraisers that make sense.

 

Cm. Shibahara thanked the Commission for having him.  He seconded what Cm. Miller stated.  He said focus is important.  He believes this community has a lot to offer and is a prime area for recreation.

 

Cm. Dahrens has enjoyed being a part of these exciting times and is looking forward to the next few years & seeing the skate park happen.

 

Chair Guilliams commented that he likes to see people take initiative and come to the meetings with their ideas.

 

Cm. Turk explained to Cm. Shibahara that there are things within the City Charter that the P & R Commission does.  They make recommendations and provide input to the City Council.
