ESTACADA PLANNING COMMISSION MINUTES

THURSDAY, SEPTEMBER 27, 2007 – 7:00 PM

CITY HALL

1. CALL TO ORDER

The meeting was called to order at 7:00 pm.

2. ROLL CALL

Present: Cm. Cameron, Cm. Anderson, Cm. James, Cm. Ennis, Cm. Sager, Cm. Hnidey, Cm. Piper, CP Hoelscher, DCR Hovda.

3. APPROVAL OF AUGUST, 2007 MINUTES

Consensus was to approve the minutes as presented.

4. PUBLIC HEARINGS

A. Subdivision Application #2007-1.  The applicant, Francis Charriere, is requesting a 5 lot residential subdivision for property described as 34E, 28A, tax lot 1101, which is zoned R-1 (low density residential).  The application is subject to the criteria in Section 16.16, 16.104-16.116 of the Estacada City Code.  Upon recommendation by the Planning Commission, a final public hearing will be held by the City Council on Monday, October 8, 2007, at 7:00 pm in the Estacada City Council chambers.  General location:  33174 SE Bryant Road.

Chrm. Cameron read a statement regarding evidence and asked if there was any ex-parte contact. Cm. Sager stated he had discussed the application with a neighbor, nothing else was reported.

CP Hoelscher reviewed the staff report, which recommends approval.

Connie Iman, daughter of applicant explained that they are requesting a late comers agreement where neighbors that join the sewer line that they are extending must pay a portion to reimburse the applicant for bringing the line over. She asked how the late comers agreement is enforced and not forgotten. Staff told her to discuss this with the City Recorder prior to her hearing before the City Council.

Chrm. Cameron closed the public hearing.

Cm. Piper moved to recommend approval of Subdivision Application #2007-1 with the conditions in the staff report. Cm. James seconded the motion. Roll Call Vote: Cm. Sager – yes, Cm. Anderson - yes, Cm. Hnidey – yes, Cm. Piper – yes, Cm. Ennis – yes, Cm. James – yes, Chrm. Cameron – yes. Motion passed 7-0.

5. ADJOURNMENT

The meeting was adjourned 7:17 pm.
