ESTACADA PLANNING COMMISSION MEETING MINUTES
THURSDAY, AUGUST 30, 2007 – 7:00 PM

CALL TO ORDER
Chair Allen Cameron opened the meeting at 7:00pm.

Present: Cm. Tom Sager, Cm. Emil Hnidey, Cm. Dave
Piper, Chair Allen Cameron, CR
Absent: Cr. Michael Ennis, Cm. Dennis Anderson, Cm John James.
PUBLIC HEARINGS - CONTINUATION
A. Conditional Use #2007-01. The
applicant, David Weatherall, is requesting a conditional use according to
Section 16.28.010(E) of the Estacada Municipal Code, to construct a container
storage yard on property described as 34E, 20DC, tax lot 300 – 425 SW 2nd
Avenue. This conditional use is subject
to sections 16.28 & 16.88 of the Estacada Municipal Code.
Chair Cameron opened the public hearing.
CP McCallister received and reviewed the
new plot plan as Exhibit 4 and a memo dated August 30, 2007 from CP McCallister
to the Planning Commission as Exhibit 5.
He asks that the applicant clarify what the
intent of the plant and trailer area was.
Also, if the warehouse area is a storage area or sales area. Cm. Piper asked if the number of parking
spaces on the new drawing was adequate.
CP McCallister stated that there is adequate space for parking.
David Weatherall, applicant, stated there
would be no nursery stock, only rental equipment will be parked in the area
designated plant and trailer area.
CP McCallister recommends adding equipment
rental yard to the uses in condition #1, condition #3b to say 15 off-street
parking spaces as shown on Exhibit 4, add conditions #3, #4, #5, #6 from CP
McCallister’s memo (exhibit 5). Cm.
Piper would like to remove the requirement for the site obscuring fence or
landscape on the northern boundary in condition 7.
Chair Cameron closed the public hearing.
Cr. Sager moved to approve the application
with the amendments listed above. Cr.
Piper second. Roll call vote: Cm. Piper-yes, Cm. Sager-yes, Cm. Hnidey-yes,
Chair Cameron-yes. The motion passed
with 4 yes and 0 no.
