PARKS & RECREATION COMMISSION MEETING MINUTES

Wednesday, July 25, 2007 – 7:00 pm

 

Call to Order:

 

          The meeting was called to order at 7:00 pm.

 

Roll Call:

 

Present:  Chair Steve Guilliams, Cm. Dennis Dahrens, Cm. Zoe Miller, Cm. Dianna Turk, Cm. Lisa Homan, Cm. Tim Arnold (left early), Cr. Becky Arnold (left early), Dave Piper, Sadie Main.

 

Absent:  Cm. Matt Soots.

 

 

Approve May 23, 2007 Minutes, May 16, 2007 Workshop Minutes & June 14, 2007 Workshop Minutes: 

 

Cm. Homan moved to approve the minutes as presented, Cm. Miller seconded.  The motion passed unanimously.

 

 

City Council Liaison Report:

 

Cr. Arnold reported that Cm. Arnold was at the Chamber luncheon and talked to the attendees about the Wade Creek Park pavers.  Cr. Arnold also discussed and explained the paver fundraiser at the previous City Council meeting.  Cr. Arnold informed the Commission that she spoke with Bill Kennemer, Mayor Austin & the City Councilors about the Wade Creek Park groundbreaking ceremony at the Mayor’s Ball, and that they need to decide on a time and date for the event.  The Commission agreed to hold the groundbreaking ceremony for Wade Creek Park on either August 22nd, 21st or 23rd at about 10 or 11am.  Cr. Arnold asked Dave Piper when the site prep would be finished.  Dave answered that it should be done any day.  Cr. Arnold reported that the City has a new code enforcement officer and discussed his duties and contract. 

 

Cr. Arnold stated that residents of Cazadero Heights are complaining about things not being finished, one of which is the park.  Cr. Arnold informed the Commission that the developer is going to turn it over to the City.

 

Cm. Arnold reported that the Pyro Crew from the 4th of July offered their help with putting in the playground equipment.

 

Citizen’s Concerns & Comments:

         

          There were none.

 

Commission Business:

 

Wade Creek Park Update:  Dave Piper showed the Commission the final drawings for Wade Creek Park, then passed out and explained the budget.  He informed the Commission that bids need to be in by 4pm on August 14th.  The bids will be read at that time and everyone is invited to attend.  The Special Session will be on August 20th, where the Council meets to make a decision.  The Wade Creek Park Subcommittee will meet on August 16th at 4:30pm to decide who to recommend to the Council.

 

Cm. Turk asked when the 1% for Arts will happen.  Dave answered that it won’t happen until Phase II. 

 

The Commission discussed making an appearance at the Summer Celebration.

 

The Commission discussed the design of the playground.

 

Public Television Spot:  Chair Guilliams informed the Commission that CM Ealy said he would contact someone from the County about getting a spot on public television. 

 

Cm. Turk shared information about a referral breakfast where people present resources that are available and it is televised on public access.  The audience has the opportunity to get up and speak quickly about their projects.  The next one is at Pioneer Community Center on the 23rd of August.  She thinks this is a good opportunity to talk about Parks & Rec.

 

Volunteers:  Chair Guilliams informed the Commission that Cm. Arnold has been working hard to get volunteers. 

 

Dave Piper informed the Commission that putting together the playground equipment is in the bid documents so there is no need to recruit volunteers for that.

 

 

Citizen’s Concerns & Comments

         

Gary Guttridge, Library staff, reported that some Job Corp kids and their instructor cleaned and weeded the area around the pond.  The instructor offered wood chips if needed.  He suggested calling them when needed, for planting flowers, etc…  There was discussion about how the library needs to contact Parks & Recreation when any work is done on or around the pond.

 

Commission Report & Comments

         

Cm. Miller informed the Commission that football is starting so she is busy with that.  She handed out a lot of paver forms at the 4th of July, and will continue to.

 

Cm. Homan informed the Commission that GPAA emailed her two tentative dates for a spaghetti feed and silent auction in Estacada & Milwaukie.  This is to raise money for the left over silent auction items from the gold digger event.  The Commission decided to hold the event at 5pm on Saturday September 15th in Estacada and October 21st in Milwaukie.

 

Chair Guilliams talked to Harmony Bakery about a fundraising dinner and they will get back to him.

 

Cm. Turk offered to make tickets for the spaghetti feed.
