MONDAY, OCTOBER 22, 2007 - 7:00 PM

 

CALL TO ORDER BY PRESIDING OFFICER                                                                

 

The meeting was called to order at 7:00pm.  Mayor Austin led in the pledge of allegiance.

 

Present:  Cr. Richard Hartwig, Cr. Norm Ernst, Cr. Kay Nelson, Cr. Brent Dodrill, Cr. Becky Arnold, Mayor Bob Austin, CM Randy Ealy, CR Denise Carey.

 

Absent:  Cr. Michele Conditt.

CONSENT AGENDA                                                                                      

§         Approve October 8, 2007 Council minutes

 

Cr. Nelson moved to approve the Consent Agenda.  Cr. Ernst seconded the motion.  The motion passed unanimously.

 

GUEST PRESENTATION – Mike Bondi, OSU Extension Services                         

 

Mr. Bondi explained a little about extension services and the proposal of the Clackamas County Commissioners proposing a county-wide extension services district.  The Commissioners are asking all cities to consider passing a Resolution supporting the district.  After feedback from cities, the commissioners would hold public hearings and begin the formal process of forming the district.  He discussed how funding for the program works now and that this county-wide district tax would enhance and improve extension services in Clackamas County.

 

DEPARTMENT & COMMITTEE REPORTS                                                                  

 

CM Ealy reviewed his written manager report. 

 

Mayor Austin thanked everyone for their support that attended the LOC conference in Bend.

 

Lt. Slaney reviewed the September 2007 Activity report.  He explained the new mapping program that can show where some of the top crimes are happening inside the City. 

 

 

 

COUNCIL BUSINESS                                                                                               

 

City Hall Feasibility Study – Skip Stanaway, SRG, reviewed the Estacada City Hall Feasibility Study and explained how they came up with their conclusions, findings and costs of implementing the plan. 

 

Dave Bungi explained the structural issues discussed in the study. 

 

Mr. Stanaway also explained that the mechanical and electrical systems were also reviewed and both systems need improvement.  The electrical service to the building is adequate but the wiring in the building is inadequate. 

 

The Council discussed the study and whether the current building could house all the services such as planning, permitting and public works.  CM Ealy stated that the building may not be an adequate size for all of these services as the city grows. 

 

Heath Care Feasibility Study – CM asked for council support to continue with the feasibility study.  The county may partner with the city on the study.  The study would evaluate the data related to emergency calls and other data regarding health car in the community.  The study would identify the needs of the community and conclude whether or not Estacada needs an urgent care type of facility. 

 

Cr. Nelson moved to allow CM Ealy to proceed with the study not to exceed $5,000.  Cr. Hartwig seconded the motion.  The motion passed unanimously.

 

Resolution 2007 – 017 – A Resolution of the Estacada City Council declaring surplus property – Cr. Nelson moved to adopt Resolution 2007 – 017.  Cr. Arnold seconded the motion.  The motion passed unanimously.

 

Council Retreat Discussion – CM Ealy stated the top issues as indicated by the council are the water rate review, street funding choices, garbage franchise, urban renewal, and to review and evaluate the current council goals and update the list with new goals.  Cr. Arnold will not be attending the retreat.  The Council definitely wants enough time to discuss water rates, the garbage franchise, and the urban renewal plan.

Cr. Arnold wished Alan Hull a speedy recovery.

 

Cr. Nelson stated that the Veteran’s Day plans are going very well.  Parade at 12:30pm followed by a rally. 

 

Cr. Hartwig thanked city crew for keeping the streets clean and wished his wife a happy birthday.
