The meeting was called to order at 7:00 pm. Mayor Austin led in the pledge of allegiance.

Rake Award Josh & Heather Gardner 262 E. 1st Avenue
Mayor Austin presented the October City of the Month and Golden Rake Awards.
Gloria
Polzin, Estacada Area Arts Commission, thanked the council for their leadership
and commitment to the community. She
also gave an update on what the Arts Commission has been up to. They are currently working on the Percent for
Art project that will be included in Phase II of Wade Creek Park. The second music crawl will be held December
7th and there is a symphony event on December 18th.

Cr.
Nelson moved to adopt the consent agenda.
Cr. Conditt seconded the motion.
The motion passed unanimously.
DEPARTMENT & COMMITTEE
REPORTS
Code Compliance Update Lance Weinard distributed a
handout giving the council an idea of the type and number of calls he has
made.
City Manager CM Ealy distributed and reviewed a
population handout with state, county, and local population estimates. Estacadas population is now 2695. Cr. Dodrill asked if demographics were
available for the new people moving in but CM stated this would not be
available until after the 2010 census.
CM reviewed the information in the packet including
a letter regarding a School Resource Officer.
Howard Fetz, Superintendent Estacada School District, stated that there
is a great working relationship between the city and the school and they will
be working together on a number of issues.
CM stated that the first meeting of the Parks &
Recreation Task Force would be December 6th at noon at City
Hall. There will be a speaker from
Molalla talking about their recent decision to join the North Clackamas Parks
& Recreation District. CM stated
that the task force should have a report to the Council in the next 60-90 days.
Mayor Austin stated he had been to a number of
meetings including the National League of Cities conference in New
Orleans. He stated there is a LOC board
meeting at the library on November 30th from noon to 5:00pm if any
councilor would like to drop in.
COUNCIL BUSINESS
Resolution 2007 018 A Resolution approving a Clackamas County Order to initiate the formation of the Clackamas County Extension Service and 4-H District.
Cr. Conditt moved to adopt Resolution 2007 018 A Resolution approving a Clackamas County Order to initiate the formation of the Clackamas County Extension Service and 4-H District. Cr. Arnold seconded the motion. The motion passed unanimously.
Review
and Adopt 2007-08 Council Goals CM reviewed the goals the council discussed
at their workshop.
Cr.
Conditt moved to adopt the 2007-08 Council Goals as presented by staff. Cr. Arnold seconded the motion. The motion passed unanimously.

Cr. Nelson thanked Dave Stone for his work in the
sewer plant and helping with a sewer problem on the holiday. The Veterans Day parade was a success and she
thanked everyone that volunteered.
Cr. Arnold is excited on the progress of Wade Creek
Park.
Cr. Conditt enjoyed the Veterans Day event.
