MONDAY, JANUARY 22, 2007 - 6:00 PM

 

CONVENE MEETING                                     

 

Council President Arnold called the meeting to order at 6:00 pm.   Mayor Austin arrived at 6:05pm.

 

Present:  Cr. Becky Arnold, Cr. Michele Conditt, Cr. Brent Dodrill, Cr. Norm Ernst, Cr. Richard Hartwig, Cr. Kay Nelson, Mayor Bob Austin, Ralph Branson, Pam Butcher, Emil Hnidey, Jane Troeh, CM Randy Ealy.

 

Absent:  Donn Christiansen, Amy James, Gary Lewis.

 

2006-07 CITY BUDGET – 6 MONTH REVIEW                                                           

 

After introductions CM Ealy reviewed population trends and estimates, and current project work throughout the City.  Questions were fielded from Budget Committee members. 

 

CM Ealy reviewed the revenues and expenditures through January 2007 and answered questions from the Budget Committee.  The City has not received budgeted revenues for library operations and franchise fees to the General Fund at this time, and actual revenues are at 34% of the total estimate as a result.  Actual expenditures at the 7-month mark are at 41% and are expected to rise during the spring and summer as paving projects get underway.

 

Councilor Nelson noted several expenditure line items that have exceeded their budget.  CM Ealy offered to provide a report on some of the line items.  There was discussion amongst the Committee about when the Council must intervene in the event any total Funds exceed their budgets.

 

Councilor Arnold noted that the GF contingency (page 1 of expenses) is actually $73,759 due to a $10,000 cash carry forward reduction from FY 2005-06.

 

Committee member Butcher, noting the line item overrun in the Library Fund for unemployment asked if the City was self-insured for unemployment insurance similar to the Fire District?  CM Ealy expressed that he believed that was the case for the City as well, and agreed to research a budget line item for the City in preparation for further instances.

 

Committee member Branson encouraged more outreach to industrial properties, as they are less costly for the City to maintain, and inquired about the pursuit of private sector grant funding.
