The meeting was called to order at 7:05 pm. Mayor Austin led in the pledge of allegiance.

Brent Dodrill, Cr. Norm Ernst, Cr. Richard Hartwig, Cr. Kay Nelson, Mayor Bob
Austin, CM Randy Ealy.

COMMENTS
Mayor Austin presented Kelly Williams with the January Citizen of the Month award for her devotion to the Meals on Wheels program, especially through the winter weather.
Mayor Austin read a statement recognizing Deputy City Recorder Traci Hovda for receiving completing her first level of the Master Municipal Clerk certification.

8, 2007 Council minutes
Cr. Nelson moved to approve the consent agenda. Cr. Hartwig seconded the motion. The motion passed unanimously.
PUBLIC HEARING – SET URBAN
RENEWAL SCHEDULE
Mayor Austin opened the public hearing. Tina Mosco distributed a revised report and
plan dated January 11, 2007 stating that only Section 10, foregone review
estimates, had changed. Cr. Dodrill
asked if we were allowed to amend any components to the draft plan. Mayor Austin stated that at this time the
plan is simply a draft and that the public input and stakeholder process is
intended for that purpose. Any suggested
changes to the draft plan will be considered by the Council during the April
and May public hearing process.
It was the unanimous decision of the Council to
continue the public hearing to April 23, 2007.
DEPARTMENT & COMMITTEE
REPORTS
Clackamas County Sheriff – Lt. Slaney stated there
had been an armed robbery in Estacada today and that they were pursuing a
suspect. Slaney reported that their
“community-style” policing approach over the past year continues to reduce
overall criminal reports against previous 3 year averages.
CM Ealy gave a brief Manager’s Report. Councilor Conditt asked what the status was of the Cazadero Heights entryway, with apparent framed sidewalks, was? CM Ealy offered to follow up with that information.
Mayor Austin gave his Mayor’s Report that included a
legislative update and reminded everyone about the symphony coming to Estacada
on Thursday.
COUNCIL BUSINESS
Resolution 2007 – 002 – A Resolution for the purpose
of transferring appropriations per ORS 294.450 – Cr. Nelson moved to adopt Resolution 2007 –
002. Cr. Arnold seconded the
motion. The motion passed unanimously.
2007 OLCC Liquor License Recommendation – It was Council consensus to recommend approval
for the liquor license renewals.
4th Avenue Project – CM Ealy reported that NOAA is holding up the
project at this time due to lack of an agreement on a storm water plan. Normally not required within our City, a
storm water treatment component is now a part of the project due to the Federal
funding attached. CM Ealy reported that
there is a meeting with NOAA on Tuesday, January 31, 2007.
Second vote: Ordinance Series of 2007,
No. 1 – An Ordinance amending sections 3.24.020 and 3.24.030 of the Estacada
Municipal Code regarding the dedication of public art – Cr. Arnold moved to
approve the Ordinance with an amendment that reduces the qualifying threshold
from $50,000 to $25,000 per project. Cr.
Conditt seconded the motion. The motion
passed unanimously.
2007 Council Goal Setting Agenda – February 3, 2007 at Collins Retreat Center. A light breakfast and lunch will be
served. CM Ealy reviewed the draft
agenda and would be following up individually with Councilors to determine
specific items that they’d like to discuss at the meeting.

COMMENTS
Nina Hamilton asked the council to provide City insurance for the RecX event and to waive the street closure fee.

COMMENTS
Cr. Arnold is very excited about the progress on
Wade Creek Park and is looking forward to getting started on the park. Councilor Arnold reported she had some
additional items she’d like to discuss at the retreat and will get those topics
to CM Ealy.
Cr. Nelson commented on some obscene snow structures
in her neighborhood and wondered what the City can do in terms of Code
Enforcement.
Cr. Ernst congratulated Public Works on a job well
done during the recent winter event.
Cr. Hartwig agreed that the Public Works and the
Fire Department did a great job during the recent storm event.
Mayor Austin thanked everyone for coming.
