ESTACADA PLANNING COMMISSION MINUTES

THURSDAY, MARCH 23, 2006 – 7:00 PM

CITY HALL

 

1.       CALL TO ORDER

 

          The meeting was called to order at 7:00 pm.

 

2.       ROLL CALL

 

          Present:  Cm. Cameron, Cm. Copeland, Cm. Crosby, Cm. James, Cm. Sager, Cm. Webber, CP McCallister, DCR Hovda.

 

          Absent:  Cm. McGregor.

 

3.       APPROVAL OF JANUARY 26, 2006 MINUTES

 

          Consensus was to approve the minutes as presented.

 

4.       PUBLIC HEARINGS

 

A.        Annexation application #2006-01. The applicants, Francis & Doris Charriere are requesting annexation of property described as 34E, 28A, tax lot 1101 into the City limits of Estacada. The application includes a corresponding zone change from RRFF-5 (county designation) to R-1 (low density residential – 7,500 sq. ft. lot size), consistent with the Estacada Comprehensive Plan. The property is located at 33174 SE Bryant Road. The application is subject to the criteria in Section 16.16 and 16.124 of the Estacada City Code and applicable policies in the Estacada Comprehensive Plan. 

 

Cm. Cameron opened the public hearing and asked for abstentions or exparte contact, there was none.

 

CP reviewed the staff report, which recommends approval. 

 

Cm. Cameron read a statement regarding evidence. 

 

Connie Redmond, daughter of applicant, feels this application is straight forward and they agree with the conditions in the staff report. 

 

Chrm. Cameron closed the public hearing and reopened the Planning Commission meeting.  The Commission deliberated. 

 

Cr. James moved to recommend approval of Annexation Application #2006-1 with the conditions in the staff report.  Cm. Crosby seconded the motion.  Roll call vote:  Cm. James – yes, Cm. Webber – yes, Cm. Sager – yes, Cm. Copeland – yes, Cm. Crosby – yes, Cm. Cameron – yes.  Motion passed 6-0. 

 

B.        Annexation application #2006-02. The applicant, Michael Mofford is requesting annexation of property described as 34E, 28B, tax lot 101 into the City limits of Estacada. The application includes a corresponding zone change from RRFF-5 & EFU (county designation) to R-2 (medium density residential – 5,000 sq. ft. lot size), consistent with the Estacada Comprehensive Plan. The property is located at 33014 SE Regan Hill Road. The application is subject to the criteria in Section 16.20 and 16.124 of the Estacada City Code and applicable policies in the Estacada Comprehensive Plan. 

 

Cm. Cameron opened the public hearing and asked for abstentions or exparte contac.  Cm. Crosby declared a conflict of interest and stepped down from the meeting.

 

CP reviewed the staff report, which recommends approval. 

 

Cm. Cameron read a statement regarding evidence. 

 

Mike Mofford stated he would like to develop this property once it is annexed.

 

Mike Crosby, 24760 S Springwater Road, stated he has been helping the applicant. 

 

Chrm. Cameron closed the public hearing and reopened the Planning Commission meeting.  The Commission deliberated. 

 

Cr. James moved to recommend approval of Annexation Application #2006-2 with the conditions in the staff report.  Cm. Sager seconded the motion.  Roll call vote:  Cm. James – yes, Cm. Webber – yes, Cm. Sager – yes, Cm. Copeland – yes, Cm. Cameron – yes.  Motion passed 5-0.

          The meeting was adjourned at 7:15 pm.
