ESTACADA PARKS & RECREATION COMMISSION MINUTES

WEDNESDAY SEPTEMBER 27, 2006 7:00PM

                                                                                                                                                         

A.      CALL TO ORDER BY PRESIDING OFFICER                                                                

 

Roll Call – the meeting was called to order at 7:05 pm.

 

Present:  Steve Guilliams, Lisa Homan, Zoe Miller, Tim Arnold, Dianna Turk, Matt Soots, CM Randy Ealy, Cr. Becky Arnold.  Absent:  Dennis Dahrens. 

 

B.       APPROVE AUGUST 23, 2006 MINUTES                                                          

 

Consensus was to approve the minutes as presented.

 

C.       CITIZEN’S CONCERNS & COMMENTS                                                                                

 

Carrie Kieser, Professor at Clackamas Community College – said that the college has a grant writing assistance program.

 

D.      CITY COUNCIL LIAISON REPORT                                     

 

Cr. Arnold stated she gave the City Council a report on recent P&R activity, including that the RFP is almost complete and that the Commission raised over $1,000 in the yard sale.  Steve & Tim will present the final RFP to the City Council. 

 

E.       COMMISSION BUSINESS                                                            

Ø      Flea Market Follow-up – no discussion.

 

Ø      Field Trip Follow-up – rescheduled for late October.

 

Ø      RFP Follow-up – The Commission discussed the RFP.  Cm. Homan moved to approve the RFP.  Cm. Soots seconded the motion.  Motion passed unanimously.

 

Ø      Fish Passage Study Follow-up – The Commission discussed a meeting that was held earlier with the Clackamas River Basin Council regarding Wade Creek and its’ relationship to the park planning efforts. 

 

Ø      Skaters for Public Skate Park – no specific discussion.

 

Ø      Veteran’s Day Float – there was discussion regarding focus on fundraising for Park vs. labor intensive events.   The Commission would like to keep events simple with low maintenance.    It was consensus to have P&R be in the Veterans Day Parade.

 

F.       CITIZEN’S CONCERNS & COMMENTS                                                                                

 

          There was none.

 

G.      COMMISSION REPORT & COMMENTS                                                            

 

The Commission will try to auction off a donated painting by Robert Lehman, which has an estimated value of $3,000.

 

Becky reported on a skatepark she visited in Newport, OR.  Matt Soots stated he has blueprints for a 10,000 sq. ft. skatepark.

 

Consensus was to have all signs say “City Park”. 

 

Commissioner Homan discussed hosting a major event in Estacada as a fundraising effort.  Matt moved to support researching the pros and cons of hosting the G.P.A.A. event.  Tim seconded the motion.  Motion passed 5-1 (Steve Guilliams voted no). 

 

It was consensus not to have a P&R table at the holiday bazaar on December 2nd.

          The meeting was adjourned at 9:45pm.
