CALL TO ORDER BY PRESIDING
OFFICER
The meeting was called to order at 7:00 pm. Mayor Austin led in the pledge of allegiance.
Present: Cr.
Richard Hartwig, Cr. Norm Ernst, Cr. Kay Nelson, Cr. Ben Erickson, Cr. Michele
Conditt, Mayor Bob Austin, CR Denise Carey.
Absent: Cr.
Becky Arnold, CM Randy Ealy.
Mayor Austin recognized today as the 5th
anniversary of 9/11 and called for a moment of silence.

COMMENTS
Tom Nelson commented that the public broadcast of
the meetings has terrible sound and asked that the Council do better at
speaking into the microphones.
Lisa Homan, Parks & Recreation Commission,
thanked the City and the entire community for their help with the flea market
for Wade Creek Park. Over $1,000 was
raised to help build the park.

Conditt moved to adopt the consent agenda.
Cr. Ernst seconded the motion.
The motion passed unanimously.
DEPARTMENT & COMMITTEE
REPORTS
Mayor
Austin will email a final C4 report regarding library funding to staff to
distribute to the council. The
recommendation is to keep funding at the current level at this time. Katinka Bryk gave the council an update on
the usage at the new library. They have
been very, very busy.
COUNCIL BUSINESS
Resolution 2006 – 20 – A resolution adopting fees
for the Estacada Building Code –
Diedre Landon explained the fee increases requested. The need for the increases in fees is the
state has passed laws to not allow administrative fees.
Cr. Nelson moved to adopt Resolution 2006 – 20 – A
resolution adopting fees for the Estacada Building Code. Cr. Hartwig seconded the motion. The motion passed unanimously.
Ordinance Series of 2006, No. 5 – An Ordinance
amending section 9.12.070 regarding prohibited noises.
CR Carey read Ordinance Series of 2006, No. 5.
Cr. Conditt moved to dispense with the second
reading of Ordinance Series of 2006, No. 5 and read by title only. Cr. Nelson seconded the motion. The motion passed unanimously.

Cr. Nelson moved to adopt Ordinance Series of 2006,
No. 5 – An Ordinance amending section 9.12.070 regarding prohibited
noises. Cr. Hartwig seconded the motion. The motion passed unanimously.
Library Community Room Rental Policies and fees – Mayor Austin felt there was a discrepancy with
the art donations and City art acquisition policies. Katinka Bryk will make changes to make this
consistent.
Ms. Bryk answered questions from the council
regarding the rules and fees for using the community room. The council discussed the fees.
Cr. Erickson moved to approving the Community Room
Use Agreement and fees. Cr. Nelson
seconded the motion. The motion passed
unanimously.
Small Community Incentive Fund Project – 4th Avenue realignment.
Cr. Conditt moved to accept the Small Community
Incentive Fund grant/loan. Cr. Erickson
seconded the motion. The motion passed
unanimously.
Mayor’s Ball – Cr. Conditt would like to hold the event in January or
February. She suggested the time capsule
be readdressed and maybe make the event a benefit of some kind. Cr. Conditt, Mayor Austin and CM Ealy will
begin looking for sponsors.

Cr. Conditt reminded people to never forget what
happened five years ago in New York and to hang on to the patriotism brought on
by the event.
Cr. Erickson congratulated the Park & Recreation
Commission for their successful fund raising event.
Cr. Nelson thanked Dave Stone for hosting Good
Morning Estacada at the plant. She also
asked about the common wall dwellings proposed in the new development and
wanted to know if sprinklers would be installed in these buildings. She also asked why the alley behind the
Veterinary Clinic was closed. PWD
Randall stated that neighborhood complaints about traffic in the unimproved alleyway
brought on the closure.
Cr. Ernst likes to see the Community room being
booked and feels the fees are very inexpensive.
Cr. Hartwig stated that the Parks & Recreation
Commission did a wonderful job on their fundraiser. He thanked Jane Reid for serving on the Arts
Commission. He likes the new stop signs
placed around town.
Mayor Austin stated we would always remember 9/11.
