CALL TO ORDER BY PRESIDING
OFFICER
The meeting was called to order at 7:00 pm. Mayor Austin led in the pledge of allegiance.
Present: Cr.
Michele Conditt, Cr. Kay Nelson, Cr. Ben Erickson, Cr. Becky Arnold, Cr. Richard
Hartwig, Cr. Norm Ernst, Mayor Bob Austin, CM Randy Ealy, CR Denise Carey.
CITY COUNCILOR APPOINTMENT
Mayor Austin announced that Norm Ernst was appointed by a vote of 5 to 1(Nelson) to fill the vacant council position. CR Carey gave Mr. Ernst the oath of office.

Authorization #3 – Community Room – Establish GMP
Cr. Conditt moved to approve the Consent Agenda. Cr. Arnold seconded the motion. The motion passed with 6 yes and 1 abstention (Hartwig).
DEPARTMENT & COMMITTEE
REPORTS
Clackamas County Sheriff’s Office – Lt. Andrews reviewed the August and September
activity reports. He answered questions
from the council regarding current cases.
Library Director – Beth McKinnon reviewed her written staff report.
Public Works Director – Chris Randall reviewed his written staff report. The council thanked public works for their
work during the storm. Cr. Arnold stated
that Chris Randall cancelled a family vacation and Dave Stone actually stayed
the night in the plant to take care of storm issues and she wants the community
to know how hard everyone works.
City Recorder/Finance Director – Denise Carey reviewed her written staff
report.
Mayor –
Bob Austin reported that he attended a Community Action Community Team meeting
on Saturday along with CM Ealy. They discussed
growth issues and how growth is affecting Estacada. Mayor Austin also attended the Oregon
Business Plan meeting sponsored by Senator’s Wyden and Smith. He was able to talk to a couple of elected
officials regarding city issues. He
stated there is a County coordinating retreat this Friday that he will attend
where emergency management in the County will be discussed along with library
funding, transportation corridors and other county-wide issues.
COUNCIL BUSINESS
Set Council Calendar – The council discussed issues coming up. There will be a workshop on January 23, 2006
at 6:00 pm to review the Cascade Utilities franchise and the Cascade Cable
ownership change. The annual Estacada
Summit will be on January 28, 2006 at 9:00 am at the Community Center. There will be a workshop at 6:00 pm on
February 13, 2006 for a 6-month budget review with the Budget Committee. The Council retreat will be on Saturday, February
4, 2006 at 10:00 am at Whispering Pines.

Cr.
Nelson asked what account the $2500 payment for storm related damages came
from. CM Ealy stated from the storm
drain and sewer funds.
Cr.
Conditt thanked all the candidates that applied for the council position and
congratulated Norm Ernst for being appointed.
Cr.
Arnold echoed Cr. Conditt’s statement.
Cr.
Hartwig thanked public works for their job during the high water event and has
some suggestions regarding the pond area during storms. He also congratulated Norm.
Cr.
Ernst thanked the council for the confidence they have put in him by appointing
him to the council.
Mayor
Austin also congratulated Cr. Ernst and thanked all those that applied.
