CALL TO ORDER BY PRESIDING
OFFICER
The meeting was called to order at 7:00 pm. Mayor Austin led in the pledge of
allegiance.
Present: Cr.
Michele Conditt, Cr. Kay Nelson, Cr. Richard Hartwig, Cr. Norm Ernst, Mayor Bob
Austin, Budget Committee Members Pam Butcher, Gary Lewis and Alan Rademacher,
CM Randy Ealy, CR Denise Carey.
Absent: Cr.
Ben Erickson, Cr. Becky Arnold, Budget members Aaron Gant, Amy James, Donn
Christianson and Robert Morrisey.

Mayor Austin DC Trip
Cr.
Nelson would like to separate out Mayor Austin’s DC Trip.
Cr.
Conditt moved to approve the consent agenda excluding the Mayor’s trip
expense. Cr. Hartwig seconded the
motion. The motion passed unanimously.
Mayor
Austin explained the trip to Washington DC.
Cr. Nelson feels the League of Oregon Cities should pay for the trip and
not the City since he is representing the League. Mayor Austin stated he was donating his time and will be paying
for all meals. Cr. Hartwig stated he is
not comfortable with using all the council expense funds.
Cr.
Conditt moved to approve the Mayor’s expenditures to the Washington DC
trip. Cr. Ernst seconded the
motion. Roll call vote: Cr. Conditt-yes, Cr. Ernst-yes, Cr.
Harwig-no, Cr. Cr. Nelson-no, Mayor Austin-yes. The motion passed with 3 yes and 2 no.

projections
CM reviewed the revenues and expenditures through January 2006 and discussed some projected budgets for the General Fund, Street Fund and Library Fund. CM answered questions from the Budget Committee regarding the report.
COUNCIL BUSINESS
Estacada Parks & Recreation Commission – Dianna Turk, Chair, presented a recommendation
for the Wade Creek Park Design. They
are recommending Cameron McCarthy Gilbert & Scheibe based on their
qualifications and experience. The
total amount is $16,500.
The
Council would like to have a special meeting on Monday, March 6, 2006 at 7:00pm
to consider the bids and make their decision.
Library Job Descriptions
– CM stated that the Council’s comments and suggestions were used to adjust the
job descriptions. Cr. Conditt moved to
approve all the library job descriptions.
Cr. Hartwig seconded the motion.
The motion passed unanimously.
Clackamas County Women’s Services Program – Bobbie Taylor, Clackamas Family Services,
introduced herself and stated that she currently has an office in the Community
Center and her services are available for citizens in Estacada.
Estacada Library Project Update – Dave Piper gave a report on the status of the library construction
and funding.
Estacada Arts Commission Update – Gloria Polzin, Chair, informed the Council of the three main focuses
of the committee: the Arts &
Culture Series, the Summer Celebration, and the Percent for Arts Program. They are also working on a curriculum for
the murals for local teachers, the production of mural brochures, and producing
a Who’s Who in the Arts in Estacada.
DEPARTMENT & COMMITTEE
REPORTS
City Recorder – CR Carey explained the SEI Form that
will be distributed to the Council shortly for them to complete and return by
April 15th. All elected
officials, judges, members of planning and zoning boards and the chief
executive office must complete the form.
There is a penalty if you do not file in a timely manner.
City Manager – CM stated that staff would be
bringing the proposed charter to the council for review. The infrastructure committee has some
recommendations for paving around town.
Cr. Conditt would like to obtain some grant money (SOLV) for tree
pruning or shrub and hedge trimming around town – A day to help people spruce
up their yards. Cr. Conditt will
volunteer to work on this project and come up with some ideas.
Mayor – Mayor Austin stated that the last Clackamas
Cities Dinner was well attended and kicked off the first of a series of reports
for the C4 Committee. The goal is to
build toward a strategic plan for the county as a whole.

Gloria Polzin added information about the Summer
Celebration event.
Zoe Miller, Estacada Parks and Recreation
Commissioner, wanted to be sure the Council reviews the park proposal with the
library site in mind.
