ESTACADA CITY HALL, COUNCIL CHAMBERS

MONDAY, APRIL 24, 2006 - 6:00 PM

CONVENE MEETING

Mayor Austin opened the workshop at 6:00 pm.

Present: Cr. Kay Nelson, Cr. Norm Ernst, Cr. Michele Conditt, Cr. Ben Erickson, Cr. Mayor Bob Austin, CM Randy Ealy, CR Denise Carey.

Absent: Cr. Richard Hartwig, Cr. Becky Arnold.

CHARTER REVIEW – Chapters VII – XI

The Council reviewed Chapters VII – XI. The following were discussion points:

Section 24 - What is the reason for positions? More competitive.

Section 25 - Council consensus to have a 4 year term for the Mayor.

Section 32 – What is a disability? How long would the pro-tem serve?

Section 10 – Old section appointing City Recorder.

Section 33 – Add that the City Manager must be bonded.

Section 33 (c) – CM to live inside the School District, UGB, 25 miles?

Section 35 – Municipal Judge elected? Cr. Nelson would not mind if this was changed to an elected position. The other councilors would like to leave it as appointed.

Section 36 – Add “Mayor” to last sentence regarding compensation.

Section 40 – What is the ORS for debt limit?

Section 41 – Delete? Already in ordinance form?

Staff will prepare a report with the changes discussed and some options.
