MONDAY, APRIL 24, 2006 - 7:00 PM

 

CALL TO ORDER BY PRESIDING OFFICER                                                                

 

The meeting was called to order at 7:00 pm.  Mayor Austin led in the pledge of allegiance.

 

Present:  Cr. Richard Hartwig, Cr. Norm Ernst, Cr. Kay Nelson, Cr. Ben Erickson, Cr. Michele Conditt, Mayor Bob Austin, CM Randy Ealy, CR Denise Carey, CP Mike McCallister.

 

Absent:  Cr. Becky Arnold.

CONSENT AGENDA                                                                                      

*      Approve April 10, 2006 Workshop and regular Council minutes

*      Proclamation – Municipal Clerks Week

*      Infrastructure Committee appointments – Dennis Anderson & Rick Richardson

*      Library Shelving Bid

*      Resolution 2006 – 5 - A resolution requesting Clackamas County to surrender jurisdiction over certain portions of county roads as described herein.

 

Cr. Erickson moved to approve the consent agenda with the exception of the Library Shelving Bid.  Cr. Nelson seconded the motion.  The motion passed unanimously.

 

Mayor Austin read a proclamation declaring Municipal Clerks Week and thanking City Recorder Denise Carey and Deputy City Recorder Traci Hovda for the vital services they perform. 

 

Library shelving bid – Library Director Beth McKinnon reviewed the bids and asked the council to approve the recommendation to select Office Trends Incorporated with a bid of $58,807. 

 

Cr. Nelson moved to award the bid to Office Trends Incorporated in the amount of $58,807 for library shelving.  Cr. Ernst seconded the motion.  The motion passed unanimously.

 

 

 

PUBLIC HEARINGS                                                                                       

 

Annexation 2006 – 1 – Francis & Doris Charriere – Mayor Austin opened the public hearing and asked if the council had any exparte contact.  There was none. 

 

CP McCallister reviewed the Planning Commission findings and recommendation to approve the annexation with conditions. 

 

Mayor Austin read the statement regarding evidence and the right to appeal.

 

There was no public comment so Mayor Austin closed the public hearing.

 

Cr. Hartwig moved to approve the Planning Commission recommendation to approve Annexation 2006 – 1 with conditions.  Cr. Nelson seconded the motion.  The motion passed unanimously.

CP McCallister reviewed the Planning Commission findings and recommendation to approve the annexation with conditions.

DEPARTMENT & COMMITTEE REPORTS                                                                  

 

CCSO- Lt Slaney (2005 Annual Report) – Lt. Slaney reviewed the annual report and commented on the recent arrests and crackdown on drug rings and car thefts around town.  The council thanked the sheriff’s office for their work to rid Estacada of crime.

 

City Manager – CM Ealy reviewed the report regarding library funding and how it will affect Estacada’s library.  He also thanked Cr. Conditt, Cr. Nelson and Mayor Austin for helping with the Earth Day events on Saturday.  He also reviewed the information regarding renovating City Hall as an historic building.  He reviewed his response to Mark Ellsworth regarding challenges we have had during our Comprehensive Plan Update.  Cr. Conditt feels the response was very well written and points out the obstacles we have encountered. 

 

CM stated he is having a meeting with the Shafford area residents this week regarding the speeding issue. 

 

Mayor Austin will be interviewing candidates for Executive Director of LOC this week.  He stated that Senator Smith’s visit was very well received.  He has attended a Mt. Hood Economic Development meeting where they are getting ready to divide up lottery funding. 

 

COUNCIL BUSINESS                                                                                               

 

Library Project Update – Dave Piper reviewed the project status, budget and timeline.  Cr. Conditt thanked Mr. Piper for his commitment to this project and keeping the project on time and within budget. 

 

Estacada Tourism Commission – CR Carey reviewed the draft ordinance establishing the Toursim Commission.  Cr. Erickson asked if the Committee has seen the draft.  CR Carey stated they had and there have been no comments.  This ordinance will be placed on the next agenda for adoption.

 

Legal Services – CM Ealy reviewed a draft legal services contract with Eileen Eakins.  She has left Jordan Schrader and began a firm of her own.  CM stated he liked Jordan Schrader because of their depth of experience in all areas.  The Council agreed that the depth of the firm was the main reason they were chosen and would like to stay with them for now. 

 

Transportation Projects – CM reviewed the written report in the packet.  PWD stated the 4th Avenue project would happen in the next three months as long as the funding comes through.  CM reviewed the options for the additional $100,000 needed for the project.

Cr. Conditt thanked everyone for volunteering on Saturday for the community clean-up day. 

 

Cr. Erickson thanked Dave Piper for his involvement in the library project.

 

Cr. Nelson also thanked Dave Piper and Beth McKinnon.  She has been talking to Senator Smith regarding grants for a Veteran’s Memorial.  There will be a meeting tomorrow night at 6:00 pm.

 

Cr. Hartwig also gave thanks to Dave Piper and Beth McKinnon on their work on the library project.

 

Mayor Austin stated that Earth Day was very successful and thanked CM Ealy for organizing the event.  He echoed thanks to Dave Piper.
