ESTACADA PLANNING COMMISSION MINUTES

THURSDAY, JUNE 21, 2005 – 7:00 PM

CITY HALL

 

1.       CALL TO ORDER

 

The meeting was called to order at 7:00 pm.

 

2.       ROLL CALL

 

Present:  Cm. Crosby, Cm. James, Cm. McGregor, Chrm. Cameron, CP McCallister, DCR Hovda.

 

3.       APPROVAL OF MAY 26, 2005 MINUTES

 

Consensus was to approve the minutes as presented.

 

4.       PUBLIC HEARINGS

 

A.       Land Partition Application #2005-2.  The Applicant, Ainsworth Partners (Don Phillips), is requesting a three-lot partition of property located at 32850 SE Darrow Road, and is described as 34E, Section 28B, tax lot 1800, which is located on the south side of Darrow Road approximately 600’ from it’s intersection with Regan Hill Road

 

Cm. Cameron opened the public hearing and asked for abstentions or exparte contact, there was none.

 

CP reviewed the staff report, which recommends approval with conditions.

 

Cm. Cameron read a statement regarding evidence. 

 

Don Phillips, applicant, 22511 S Ferguson, Beavercreek, agrees to the conditions in the staff report and feels the three lot partition meets City standards.  He stated he doesn’t have any problem providing connection to neighboring properties, but asked for flexibility until he and his engineers design where the improvements will be located.  He believes he can gravity flow the drainage and sewer off of his property. 

 

Bill Hilands, 2698 SW Ravensview, Portland, neighboring property owner, is in favor of this application.  He agreed the shallowness of the utilities does create a hardship in this area. 

 

Carl Burke, 32950 SE Darrow Road, neighboring property owner, is concerned with drainage that will affect the bottom portion of his property, which he owns an L-shape portion around the subject property.  He is concerned with trenching in this area.  He is also concerned with the lack of a cul-de-sac for fire truck turns around.  Chrm. Cameron explained that hammerhead turn arounds are sufficient.  He asked if this is approved tonight when will the saturation issues be decided.

 

Mr. Phillips stated once he has approval then he will hire an engineer that will work with City staff to determine how best to meet the Cities requirements and the conditions of approval. 

 

Hasahn Abraham, Curran McLeod, City Engineer, concerned with the half street improvements along Darrow Road.  He is interested if the drainage from the proposed roadway will drain onto private land or not. 

 

Bill Hilands, stated that Curran McLeod is ultimately the final review and approval as the City Engineer. 

 

Chrm. Cameron closed the public hearing and reopened the Planning Commission meeting. 

 

The Commission discussed the application and asked questions of staff.

 

Cr. James moved to approve Land Partition Application #2005-2 with the conditions in the staff report.  Cm. Crosby seconded the motion.  Roll call vote:  Cm. James – yes, Cm. McGregor – yes, Cm. Crosby – yes, Cm. Cameron – yes.  Motion passed 4-0.
