Special Stake Holders Meeting – Wade Creek Park

Tuesday, February 15, 2005 – 7:00 pm

 

1.         The meeting was called to order at 7:00 pm.

3.                  Staff Report – CM Ealy – CM gave a briefing of the purpose of this meeting, which is to recommend criteria for consideration by the City Council in the hiring of a design consultant.  The Council asked the Parks & Recreation Commission to hold this special meeting with interested parks and recreation stakeholders of the community to assess the needs and desires for the development of this park area.  Ealy asked for questions and clarified that this meeting is not to debate the placement of a skate park, but simply to put together a list of items the community would like to see in the development of a future park.  The consultant will ideally design a layout of the future park- keeping in mind the adjacencies and sensitivities of the area (i.e. pond; library; wetlands; Altramar; Whispering Pines; traffic; etc.).  The Parks and Recreation Commission has been asked to forward their report to the City Council for their February 28th meeting. 

 

4.                  Scope of Work Discussion – 45 minutes

 

Stakeholders and citizens/guests spoke about their concerns and wishes for the future park.  Below is a list of those items discussed:

 

·        Hours of park? Close at dusk?

·        Altramar:  concerns regarding privacy, petty crimes, noise, livability, with park built directly across the street.

·        Skate Park – what kind of environment does this introduce?

·        Snack Shop – lighting and safety concerns.

·        High School – Planning, planting, wetland development, stream restoration, healthy waterway.

·        Tri-Met bus stops/shelter.  Relocate closer to park?

·        Traffic light/signal, turning lanes, pedestrian crossing, bike lane, route thru Rivermill?

·        Connection from downtown to new site.

·        Visibility of site.

·        Noise reduction and use separation (burms in landscaping to separate areas)

·        VOA:  crime, trash, property damage is of concern.

·        Materials used on pathways/trails need to be user friendly for seniors.

·        Pond – has diverse wildlife that citizens would like to keep.

·        Recognize S.C.O.R.P. guidelines (OSP&R.)

·        Grace House corner – lighting/safety is an issue in this area.

·        Keep Prokop & Whispering Pines involved in design.

·        Concern stated be Whispering Pines surrounding “Peace of mind”:

                                                   i.            Very difficult to control noise

                                                 ii.            Perhaps a wall around skate park

                                                iii.            Wade & 6th Corner is dangerous

                                               iv.            Traffic/Sidewalk engineering (Councilors Nelson and Conditt feel the Council needs to make improving full width improvements of Wade Street a priority with the placement of this park and library.)

·        Design outdoor fitness trail throughout the site – link to School District trail?

·        Eagle Creek Highway/Wade Street improvements.

·        “Art Wall” as noise reducer – work with Arts Commission – don’t make too high that it blocks view for safety.

·        Work on “perception” – this is a [City Park Project]- rather and a skate park project.

·        ADA accessibility (everything!)

·        Minimize vandalism opportunities – surveillance cameras, no mirrors in restrooms with door locks that automatically lock at dusk, etc.

·        Bike racks.

·        Volunteer park monitors – Lt. Slaney recommended volunteers that would wear park monitor vests and watch after the park – he said this has really helped in other park settings.

·        Water access (safety) – this is an attraction to small children.

·        Play fountain, wading pool, or water spray amenities were suggested.

·        Picnicking grounds/pavilion.  Playground equipment.

·        Sustainability – operation and maintenance is a concern.

·        Cost- size and amenities are a function of affordability.

·        Doggy stations.

·        Memorials.

·        Integration with Library – learning connection such as learning trails, etc.
