Parks & Recreation Commission Minutes

Wednesday, April 27, 2005 – 7:00 pm
1. Call to Order
The
meeting was called to order at 7:00 pm.
2. Roll Call
Present:
Steve Guilliams, Shawna Roberts, Tracie Lougheed, Lisa Homan, Dianna
Turk, Cindy Baker (arrived at 7:55 pm), Cr. Becky Arnold, Phil Lingelbach, DCR
Hovda.
The Commission welcomed the new members and
accepted Roxanne Morrissey’s resignation.
Staff will post a vacancy for a person within the School District.
3. Approve March 23, 2005 Minutes
Consensus
was to approve the minutes as corrected.
4. Citizen’s Concerns & Comments
There was none.
5. City Council Liaison Report
Cr. Arnold spoke about the Oakley Subdivision. The City Council unanimously accepted the proposal and the Park as recommended by the Parks & Recreation Commission. It’s not planned to develop the park until phase 2 or 3. The Commission would like to look for grants to install a restroom in the park when it is developed.
Nina Hamilton is looking for sponsorship for the recreational exhibition (Rec X) to provide insurance for the event. The Council suggested having the P&R Commission sponsor the event so that City insurance would automatically cover it. The event will be Saturday, May 28th. She commented that Portland Parks & Recreation group actually sponsor several such events each year.
Lisa asked if there will be outside food vendors and what other type of other participants there will be. She is trying to have several interactive demonstrations. The purpose of this event is to stimulate local business, therefore, local food businesses will be open for business as well as local non-profit groups will be invited. The Community Center will be the only food vendor on the street at this time.
Becky suggested making a recommendation to the City Council and have staff look into areas that are of concern. Dianna feels it would be good for the Parks & Rec. to recommend that the City sponsor the event, she feels it is the reason we are here. The Commission would like to see more events like this that the City is involved in. Consensus was to recommend that the City support and sponsor the event and cover it on their insurance. Steve suggested getting involved earlier next year and to do more to help.
6. Commission Business

Wade Creek Project update - Phil reported that we have been getting bids in on the demolition of the Valberg building. He is still looking at the options available as to it’s demolition. Phil has also discussed some research that he has gotten from meeting with the Fish and Wildlife representative. He suggested changing the creek a little, making it a meandering stream. This would promote more fish life. He suggested separating out the cleaning and restoration of the pond/creek. This really is a separate project that goes way beyond the park and will take many years to complete. The group decided that the best thing to do is proceed with the development of the park, just do not place any permanent structures around the edges of the pond.
Phil circulated a worksheet to develop the Wade Creek Park. This will help the group document their goals and plans. Phil suggested that we have a design and implementation team, and then they make decisions about what the design will be for the park. This would include a couple of people from the Park & Rec. Commission, a few City Councilors, wildlife experts - ultimately 10-12 people that would meet possibly weekly to proceed with the work. He stated this idea will be further reviewed by Randy and then approved by City Council.
Steve likes the idea and feels it is a great way to delegate the project and get people that are more experienced in areas involved. Consensus was in favor of moving forward with a design and implementation team for Wade Creek Park proposal.

8. Commission Report & Comments
Dianna discussed the watershed action plan
- they would like to come to our May 25th meeting and talk about how
their work affects Estacada. Becky
commented that May 25th is a centennial celebration day. Staff will check on the events scheduled for
that day and see if the room will be available.
The Commission is in support of the watershed group coming to their
meeting.
Lisa has been reading the master plan. She asked about partnering up with the
Community Center to use their bus to transport kids/citizens to the Sandy pool
for weekly swims at the Sandy pool, especially during the summer. The Commission thought it was a great idea to
pursue and would like Lisa to research the possibility.
