The
meeting was called to order at 7:00 pm.
Mayor Austin led in the Pledge of allegiance.
Present: Cr. Michele Conditt, Cr. Ben Erickson, Cr.
Richard Hartwig, Cr. Kay Nelson, Mayor Bob Austin, CM Randy Ealy, CR Denise
Carey.
Absent: Cr. Becky Arnold, Cr. Marli Stauffacher.
COUNCIL BUSINESS
New Library Project – Community Room – CM Ealy gave a brief update on the library
construction costs.
Dave Piper reviewed how the project began, where it
is today and the budget for the new library.
He stated that the community room would cost an additional $228,044 to
construct and furnish. There has been
an anonymous donation of $150,000 for the construction of the community
room. Mr. Piper is asking the council
to decide whether or not to proceed with the project. To proceed, the council would have to commit funds for the
remaining funds for the room. There are
some grants that could still be received or applied for the help pay for the
room.
The council discussed options. One option would be to get the room framed
and enclosed to avoid additional construction costs and then finish the room as
money becomes available. It would cost
about $180,000 to get this done so the city would have to commit approximately
$30,000.
Dave Bugni gave a brief overview of the funding to
date for the project. There is no
funding available for the community room at this time. There is a 50-50 chance of receiving a
Murdock Foundation Grant that could be used for the room. The announcement for this grant will be on
February 24, 2006.
Vic Cain stated that the $150,000 donation provides
an excellent chance for the community to have this room for events.
CM Ealy stated that he has been in contact with the county and that they will be giving the City approximately $30,000 for street projects. This means that general fund monies earmarked for the street fund could be used for the community room. No money would be cut from the street fund, it would just come from a different source. CM Ealy stated that the general fund and library fund contingencies could not support the $30,000 needed.
Cr. Nelson does not feel the city can afford this
expenditure and feels the whole library district should pay for the community
room. Cr. Hartwig agreed.
Mayor Austin stated that the generous donation is
what has prompted the renewed interest in the construction of the community
room.
Cr. Nelson stated that the library has $185,000 in
contingency so the $30,000 should come from that fund.
Cr. Conditt moved to commit to building the
community room, committing up to $30,000 to complete the shell of the building,
and discuss other financing options after all grant proposals and finished and
all money is secured. Cr. Hartwig
seconded the motion. Roll call
vote: Cr. Conditt-yes, Cr. Hartwig-yes,
Cr. Erickson-yes, Cr. Nelson-no, Mayor Austin-yes. The motion passed with 4 yes and 1 no.
