The meeting was called to order at 6:05 pm. Cr. Conditt led in the pledge of
allegiance. (Mayor Austin arrived
shortly thereafter).
Present: Cr. Marli Stauffacher, Cr. Michele Conditt,
Cr. Richard Hartwig, Cr Becky Arnold, Mayor Bob Austin, CM Randy Ealy.
Absent: Cr.
Kay Nelson, Cr. Ben Erickson.

Project: Phase 1 Bid Package (Mark
Koester; Dave Piper) - CM Ealy distributed staff report and Phase 1 recommended
bid package.
Dave Piper briefed
the Council on the status of the project.
Steve Anderson,
P&C Construction, presented the recommended bids for approval. The Phase 1 bid package is $728,546. Mark Koester, P&C Construction, explained
the public notification process through the Daily Journal of Commerce and
various 'plan centers' located around the metropolitan area. He also stated that P&C was the only
bidder on the concrete work and handed their bid to City staff 2 hours prior to
the deadline.
Councilor Conditt
asked for clarification on Phase 1 estimated costs vs. actual costs after the
bids. Steve explained that the two
Phases were never broken out into two estimates. There is one estimate for total maximum
guaranteed price for both phases together.
For the sake of clarification, Steve reported that we are about $5,000
under where we thought we would be at this point in the process.
Councilor Conditt
also asked for clarification on the landscaping bid. Steve and Mark both clarified that the bids
are for only the initial landscaping infrastructure so that it is contracted
prior to any physical layovers such as concrete and asphalt.
Councilor Arnold
asked about the BOLI provisions for this project.
Councilor Hartwig
moved that we accept the Phase 1 bid package as presented. Councilor Arnold seconded the motion. Roll Call Vote: Cr. Conditt – yes, Cr.
Hartwig – yes, Cr. Stauffacher – yes, Cr. Arnold – yes, Mayor Austin –
yes. Motion passed 5-0. The motion passed unanimously.

COMMENTS
Councilor Arnold
announced that Good Day Oregon's Andy Carson would be doing the weather segment
from Estacada's Wade Creek Park area on September 29 from about 5am to
9am.
Mayor Austin
suggested that himself, CM Ealy and Councilor Conditt meet with School Board
representatives to set the agenda and date for a joint City/School Board
meeting.
