CALL TO ORDER BY PRESIDING OFFICER                                                                         

The meeting was called to order at 7:00 pm.  Mayor Austin led in the pledge of allegiance.

 

Present:  Cr. Richard Hartwig, Cr. Kay Nelson, Cr. Marli Stauffacher, Cr. Ben Erickson, Cr. Michele Conditt, Mayor Bob Austin, CR Denise Carey.

 

Absent:  Cr. Becky Arnold, CM Randy Ealy.                                            

 

CITIZEN AND COMMUNITY GROUP COMMENTS                                                                

*      May 2005 Citizen of the Month:  Nina Hamilton for coordinating “Rec Ex”

*      June 2005 Golden Rake Award:  Doug Davidson (528 Pierce Street)

 

Mayor Austin presented the May Citizen of the Month Award to Nina Hamilton and announced the Golden Rake Award.

 

Callie Vandewiele informed the council that the dedication for her Gold Award Project would be at 10:00 am, July 16, 2005.  She has created a small memorial to the victims of drunk drivers on Hwy 224.   Most of the council can attend the dedication.

 

CONSENT AGENDA

Cr. Conditt moved to approve the consent agenda.  Cr. Stauffacher seconded the motion.  The motion passed unanimously.

 

DEPARTMENT & COMMITTEE REPORTS                                                                            

 

COUNCIL BUSINESS                                                                                                        

 

Business Climate Survey results – Shawn Burgett, Clackamas County Economic Development – Mr. Burgett distributed a Clackamas County Economic Development Open for Business packet featuring an economic profile on Estacada.  He explained the results of a survey of the local businesses. 

 

Waiver of Library Transportation SDC’s  Mayor Austin explained the information in the packet and stated that he would like to see the storm drain SDC fees paid but the transportation SDCs to be waived.  Cr. Hartwig would rather waive the storm drain fee and not the transportation fee.  Cr. Nelson does not want to waive the fees that are so desperately needed in the street fund.  This would be like subsidizing the library fund with street funds.  Cr. Conditt agrees with Cr. Nelson and Cr. Hartwig and feels that others, such as the fire district, will come in asking for credits if this is given.  The council agreed that the attorney should look at the possible waiver and how it may affect the city on future requests if this waiver is given. 

 

Willamette Power Authority – Mayor Austin explained information included in the packet.  The council discussed the proposal forming the Willamette Power Authority.  It was council consensus to not support the proposal.

Cr. Nelson asked everyone to wear red on Fridays to support the troops.  She also announced that the quilt show will be this Saturday and Sunday and the council chambers will be open for viewing of the centennial quilt.

 

Cr. Hartwig stated that the land in the UGB across the river needs to be annexed because of the need for water and sewer services.  He also commented on the DEQ car-testing requirement.  He remembers that the DEQ promised to build a testing center in Estacada back in 1995 and this has not been done.
