CALL TO ORDER BY PRESIDING OFFICER                                                               

 

Mayor Austin called the meeting was called to order at 8:00 am.

 

Present:  Cr. Kay Nelson, Cr. Becky Arnold, Cr. Michele Conditt, Cr. Marli Stauffacher, Cr. Ben Erickson, Cr. Richard Hartwig, Mayor Bob Austin, CM Randy Ealy.

 

GUEST PRESENTATIONS

 

David Bugni, Estacada Library Foundation Chair and Dianna Turk, Estacada Parks and Recreation Commission Chair, gave an update about their respective committees.  Katinka Bryk, Estacada Arts Commission Chair, submitted a written report.

 

COUNCILOR VISIONS AND GOAL SETTING

 

The Council discussed their visions and prepared the following list of goals:

 

2005-06 City Council Goals

 

Short Term (January-June 2005)

 

§         Local gas tax- explore alternatives

§         Water Utility Rates- conduct study of O&M costs

§         Centennial Celebration events- Time Capsule; Mayor’s Ball; Art

§         Water Plant- explore taste & odor alternatives

 

Intermediate (January-December 2005)

 

§         City Charter Review- Assign Citizen Committee

§         Transportation System Master Plan- Complete Update

§         Comprehensive Plan- Complete work- forward to county

§         Community Center- Explore alternatives and define relationships

§         New Public Library Project- Begin design and construction

§         New City Park- Begin design and construction

§         Provide for Municipal Court Training- clerk and judge

 

Ongoing (January-December 2006)

 

§         Continue reviewing city professional contracts

§         Update, through Summit process, 2000 Estacada Area Strategic Plan

§         Budget for Phase II Urban Renewal Plan- downtown redevelopment

§         Consider new City Web-site host and redesign

§         Improve Community access channel & programming

§         Study alternatives for community policing and public safety

§         Study alternatives for code enforcement program

§         Review entire recycling (neighborhood and business) program

§         Business recruitment and retention of day-to-day services

§         Fund essential public works and plant equipment

 

COUNCILOR LIAISON APPOINTMENTS

 

Council liaison assignments for 2005 are as follows:

§        Estacada Parks & Recreation Commission - Councilors Arnold & Erickson

§        Estacada Arts Commission - Councilor Erickson

§        Estacada School District - Mayor Austin

§        Estacada Community Center - Councilors Nelson and Stauffacher

§        Estacada Fire Department - Councilor Stauffacher

§        Estacada Public Safety - Councilors Hartwig and Stauffacher

§        Estacada Infrastructure Committee - Councilors Hartwig & Nelson

§        Estacada Chamber of Commerce - Councilors Conditt and Arnold

§        Estacada Comprehensive Plan - Mayor Austin

§        Estacada Library Board - Councilor Conditt

§        Library Construction Project - Councilor Conditt

§        Neighborhood Relationships - Councilor Nelson

 

The City Council will re-convene the 2005 Council Goal setting Workshop at a mid-year point (August) to check progress and discuss possible amendments.
