After visiting over a light breakfast, Estacada Mayor Bob
Austin welcomed everyone to the 3rd Annual Estacada Community Summit. Mayor Austin thanked attendees for
submitting information sheets that listed individual contact information as
well as 2004 accomplishments. This
assists in shortening the 50 introductions, so that the Summit can focus more
on interactive networking, sharing of 2005 goals, and requests for assistance
by way of grant opportunities and/or volunteer recruitment. The following is a listing of 2005 Summit
attendees and their brief introductory comments:

Linda Flores, chairs the Education Committee. Project approved to bring 3-judge panel
to Estacada.

Ranger Andrei Rykoff- New MHNF Estacada District Ranger; 100
centennial of MHNF this year as well.

area servicemen and women have been active in Iraq- two of which we have

9:10-10:40am State of the City and Summit
Outcomes- discussion
Mayor Austin comments.
This is the start of his fourth 2-year term. Walked through 2004 State
of the City handout as provided by the City of Estacada. Thanked state and county partners for
contributions to project work, and local service organizations for sustaining
events inside Estacada form year to year.
The Mayor also discussed the City’s Centennial planning efforts and the
need to talk with others about volunteering.
Planning is underway, for example, on a May “Mayor’s Ball” and the Arts
Commission’s centennial project fro the front of City Hall. Austin reported that the recent NW
Technologies, Inc. retention and expansion project was a great example of
efforts to create more opportunities to shop and work locally. The SDC’s (approximately $10,000 per single
family building permit) help pay for future growth (or capacity building
projects.) Ensuring that measures are
taken to improve older parts of town as well are important, so that differences
between “old” and “new” Estacada begin to surface and create a divide. Mayor Austin discussed what he heard during
introductions as common comments and goals- for example, supporting youth
programs and the overall image of the town.
Group discussion and suggestions:
- Provide
welcome information/packets to both new residents and new businesses. Colton Telephone has a welcome packet
that may serve as a good model.
- Keep
the community vision (Strategic Plan) in front of everyone in the town-
constantly. If the vision is
clear- then ideally everyone is aware of the vision and works toward the
goal. Seeing many splinter groups
in Estacada. Different groups with
similar objectives. Need to
channel that energy in a common direction.
- Need
to work with the schools. Maybe
kids could create a “community calendar” web site with different
levels/links/minutes/meeting times and locations? Link to social services as well.
10:40-11:30am Estacada
Strategic Plan
Copies of Estacada Community Strategic Plan were
distributed. The Plan was created in
1995 and updated in 2000. Need more
integration/representation of Hispanic population at the Summit. Will follow-up with outreach. The group walked through the major
points/objectives/goals:
- Quality
of Life.
- Workforce
Development
- Business
Development
- Infrastructure
Plan needs to be updated and possibly put on City web
site. Various Summit comments and
discussions regarding the Strategic Plan were as follows:
- We
really need to update the plan.
Need to work on the Vision Statement 2010. Too warm and fuzzy. Commissioner Shrader suggested that county
staff might be able to provide assistance towards this effort.
- Public
safety should be addressed.
Numerous theft cases reported in the last two years in the
industrial parks. If you want to
attract good people- then you need a good/safe quality of life.
- Primary
goal, from an art perspective- art projects are for the people who are
here. Tourism is a by-product of
the art. Primary focus- make
Estacada more beautiful.
- Primary
goal, from a tourism perspective- tourism is a vehicle for promoting pride
in our town.
- Activity
breeds activity. Concrete
achievements have real tangible benefits.
- Remember
to involve youth. Provide more
opportunities for youth in Estacada.
11:30-noon Summit Outcomes/Next Steps
Two special guests offered some final comments:
- County
Commissioner Martha Shrader.
New Hospital. Workforce
training. Going in March to
Washington D.C to lobby the federal delegation. Sunrise corridor planning (Milwaukee to Carver
junction.) Alignment is still
undecided. Could be south portion
of Damascus- that would help Estacada.
- State
Representative Linda Flores.
Looking very seriously at all funding issues for the region. Will talk to ODOT on Highway 224
maintenance. OTIA funding for
bridges; money still available.
Maintains close connection with LOC and AOC. Bottom line, there is hope; addressing
immediate concerns while also planning long term for down the road.
Final comments regarding “outcomes” from the 2005 Estacada
Community Summit:
- Revise
Strategic Plan. Revisit
annually. (Clackamas County might
help facilitate professionally.)
Use the Summit as an annual evaluation forum.
- Create
community meeting web site.
- More
volunteers and better coordination of events
- Continuing
to stay interactive with state and county agencies.
- Welcome
packet to the broad community (new businesses and residents.)
- Continue
basic grant writing workshops: use MHNF as a resource
