MONDAY, OCTOBER 11, 2004 - 7:00 PM

 

CONVENE MEETING        

 

Mayor Austin opened the meeting at 7:00 pm.                    

 

PLEDGE OF ALLEGIANCE AND ROLL CALL               

 

Present:  Cr. Marli Stauffacher, Cr. Cliff Atkinson, Cr. Becky Arnold, Cr. Michele Conditt, Cr. Cliff Gavic, Cr. Ben Erickson, Mayor Bob Austin, Kay Nelson, Sue Campbell, Pam Butcher, Robert Morrisey, Gary Lewis, CM Randy Ealy, CR Denise Carey.

 

Absent:  Brent Dodrill, Aaron Gant.

         

CONSENT AGENDA                                                                                                

          Approve September 27, 2004 meeting minutes

 

Cr. Atkinson moved to approve the consent agenda.  Cr. Conditt seconded the motion.  The motion passed unanimously.      

 

1ST QUARTER FINANCIAL REPORT                                                                         

         

Review Budget Notes – CM Ealy reviewed the budget notes and the progress completed.  A higher court has upheld the PERS issue so the city should not have to use any reserves for that liability.  CM also reviewed the need for a program manager but is not going to pursue this at this time.

 

Cash on Hand – Budget vs. Actual – CR Carey reviewed the spreadsheet and explained why there are some differences in budgeted vs. actual.  CR stated that the overage in cash could be added to the budget with a supplemental budget.  This could fund a project that was not included in the budget. 

 

Revenues & Expenditures – Budget vs. Actual – CM Ealy and CR Carey explained some of the revenues and expenditures and explained the timing of some of collecting revenues and spending expenditures.  Grants were explained – they are secured for a specific purpose and are spent only for that purpose.  CM stated that at the next quarterly meeting he would like the committee to begin discussing projects for the 2005-06 budget.

City Planner Request for Qualifications

 

The Council instructed staff to proceed with the process of requesting legal and planning services as outlined in the packet.

 

Mayor Austin recognized Phil Lingelbach for receiving a health and fitness award from the League of Oregon Cities.  The Mayor nominated Mr. Lingelbach for his work organizing the Best Dam Run.  He will be awarded the award and the annual LOC Conference in November.
