MONDAY, NOVEMBER 8, 2004 - 7:00 PM

 

 

CALL TO ORDER BY PRESIDING OFFICER                                                                

 

The meeting was opened at 7:00 pm.  Mayor Austin led in the pledge of allegiance.

 

Present:  Cr. Marli Stauffacher, Cr. Cliff Atkinson, Cr. Michele Conditt, Cr. Becky Arnold, Cr. Cliff Gavic, Mayor Robert Austin, CM Randy Ealy, CR Denise Carey.

 

Absent:  Cr. Ben Erickson

 

CITIZEN AND COMMUNITY GROUP COMMENTS                                                       

October Golden Rake Award – Steve Walls, 1325 SW Lake Shore Drive

October Citizen of the Month – Dean Adams, Centennial artwork

 

Cr. Cheshier introduced Girl Scout Troop 786 and distributed City of Estacada pins to the troop members. 

 

Mayor Austin presented the Citizen of the Month award to Dean Adams and the Golden Rake Award to Steve Walls.

 

Clackamas County Sheriff’s Report – Dep. Bigler reviewed the August 2004 sheriff’s report.

 

CONSENT AGENDA                                                                                      

Approve October 11, 2004 Joint Council and Budget Committee meeting minutes

 

Cr. Atkinson moved to approve the consent agenda.  Cr. Arnold seconded the motion.  The motion passed unanimously.

 

COUNCIL BUSINESS                                                                                               

 

City Hall Flower Bulb Purchase – CM Ealy reviewed the proposal to install flower bulbs at city hall.  The purchase will be funded by all funds. 

 

Cr. Cheshier moved to purchase the flower bulbs for city hall.  Cr. Arnold seconded the motion.  The motion passed unanimously.

 

Comprehensive Plan – DLCD letter – CM Ealy distributed a letter from Morgan CPS addressing concerns raised by DLCD in a letter dated November 3, 2004.  He also stated that there will be a Planning Commission workshop on Monday, November 15, 2004 at 7:00 pm and a first public hearing is scheduled on November 18, 2004.  CM stated that a grant has been applied for to help pay for the remaining work left on the comp plan review.

 

Council 60-day Calendar & Work plan – CM reviewed a list of projects and issues before the council at this time included in the packet.  The council discussed these issues and project work. 

 

The council asked about holiday lighting and possibly adding it into the budget for next year. 

 

Cr. Stauffacher volunteered to be the Council liaison on the committee to meet with the community center to update the building IGA. 

 

Cr. Gavic asked about the status of the fishing dock in the timber park and limiting its use.  He asked if there were going to be any public hearings regarding this issue.  CM Ealy stated that the mayor, PGE and himself will be meeting at 7:30am at city hall to discuss this along with other issues.

Cr. Gavic thanked the voters for turning out and those that voted for him even though he will not return to the council.

 

Cr. Arnold stated that the first centennial bench has been installed in front of The Artsmith.  She thanked the citizens of Estacada for passing the library levy and the annexation measures.  She congratulated the new council people and is looking forward to working with them.

 

Cr. Conditt thanked the Girl Scout troop for attending.  She also congratulated Damascus on their incorporation.  She congratulated the 7th grade youth football team for making it to the championship game again this year.

 

Cr. Atkinson welcomed the new council members, although they both have plenty of experience at the position.  He commented on the comp plan review.  He would like the new council to look at a gas tax for funding road improvements. 

 

Cr. Stauffacher congratulated the new councilors and thanked everyone for voting.  She is looking forward to having another great four years.

 

Mayor Austin thanked everyone for voting.  He also stated that he had learned a lot at the LOC annual conference through networking and sessions.

 

EXECUTIVE SESSION – ORS 192.660 (2)(i) – City Manager Evaluation               

 

Mayor Austin announced that the council would adjourn into executive session under ORS 192.660(2)(i) – to review and evaluate the City Manager.  He asked everyone to leave the room except those representing the media.  He advised the media representatives that they couldn’t report the contents of the executive session.

 

Council members in attendance, CM Ealy and Clinton Vining of the Clackamas County News were present.

 

The council returned to regular session.
