The
meeting was called to order at 7:00 pm.
Mayor Austin led in the pledge of allegiance.
Present: Cr. Cliff Atkinson, Cr. Michele Cheshier, Cr.
Becky Arnold, Cr. Cliff Gavic, Cr. Ben Erickson, Mayor Bob Austin, CA Andrew
Cole, CM Randy Ealy, CR Denise Carey.

January Citizen of the Month – Estacada Family
Resource Center Volunteers
Mayor Austin presented the January Citizen of the Month Award to the Estacada Family Resource Center and it’s volunteers.

Cr. Gavic seconded the motion. The
motion passed unanimously.
DEPARTMENT & COMMITTEE
REPORTS
Clackamas County Sheriff’s Report – Deputy Kauffman asked the council about the portal hours because of recent vandalism. CM Ealy stated he is checking with all agencies involved about closing the portal at night. The deputy suggested a camera if the portal was not going to be locked at night.
City Manager - CM Ealy stated that there are a lot of meetings coming up this week including Parks and Recreation on Wednesday, Planning Commission on Thursday and the Community Summit on Saturday. CM stated that Senator Wyden would be at the Community Center at 4:00 pm on Friday. CM and Mayor Austin presented a list of transportation projects to Bluemanaur’s staff and discussed the new library project. Cr. Arnold asked about the progress with ODOT on securing access for Bob Taylor’s property on Highway 224. CM stated that talks have been very encouraging.

BUSINESS
State of the City Address – Mayor Austin reviewed
the information in the written State of the City report including projects and
activity done in 2003 and on the to do list for 2004.
Centennial Celebration Update – Irene Adams stated
that the committee has had a hard time getting started because of lack of
funding and volunteer participation. The
Centennial group has merged with the Museum group and a board has been
determined. There will be a stamp
cancellation fundraiser on February 23rd at City Hall. They are encouraging individuals and groups
to use the centennial theme throughout the year in their activities.

thanked the council and staff for the conversation regarding his property.

REPORTS & COMMENTS
Cr. Atkinson welcomed the boy scouts to the meeting and wished them luck towards their badges. He is looking forward to 2004 and working towards an improved economy for Estacada.
Cr. Cheshier stated that the library project is
moving along and if anyone wants any information regarding the project to
contact Beth McKinnon at the library.
Cr. Arnold asked Alan Hull, Estacada Fire
Department, about the propane leak downtown.
He stated that there were no combustible vapors when tested but that the
odor was coming from the old piping. Cr.
Arnold stated that there were not enough members present to hold the skate park
meeting but will continue to push it with help.
Cr. Gavic stated that the history of Estacada is
very interesting.
Cr. Erickson encouraged people to apply for the
vacant positions on city commissions and committees.
Mayor Austin stated there have been meetings with
the county commissioners regarding the library project that have been very
encouraging.
EXECUTIVE
SESSION – ORS 192.660(1)(e) – Real estate
Mayor Austin announced that the council would
adjourn into executive session under ORS 192.660(1)(e) to conduct deliberations
with persons designated by the governing body to negotiate real property
transactions. He asked everyone to leave
the room except those representing the media.
He advised the media representatives that they couldn’t report the
contents of the executive session.
All the council and staff listed above were present
and Clinton Vining, Clackamas County News.
The council returned to regular session.
Cr. Cheshier moved to direct staff to make an offer
to purchase the property at 408 Blvd Way for the 4th Street
realignment project. Cr. Gavic
seconded the motion. The motion passed
unanimously.
EXECUTIVE
SESSION – ORS 192.660(1)(h) - Litigation
Mayor Austin announced that the council would
adjourn into executive session under ORS 192.660(1)(h) to consult with counsel
concerning the legal rights and duties of a public body with regard to current
litigation or litigation likely to be filed.
He asked everyone to leave the room except those representing the
media. He advised the media
representatives that they couldn’t report the contents of the executive
session.

The council returned to regular session.
