JOINT WORKSHOP MINUTES

CONVENE MEETING

 

Mayor Austin called the workshop to order at 6:00 pm.

 

Present:  Cr. Cliff Atkinson, Cr. Becky Arnold, Cr. Cliff Gavic, Cr. Ben Erickson, Cr. Michele Cheshier, Mayor Bob Austin, Chair Dianna Turk, Cm. Tracie Lougheed, Cm. Pamela Peterson, Cm. Louise Kroecker, Cm. Cheryl Copeland, CM Ealy, CR Carey. 

 

Absent:  Cr. Marli Stauffacher, Cm. Roxanne Morrisey.

 

PARKS CAPITAL IMPROVEMENT PLAN LIST – Curt McLeod, Curran-McLeod

 

Curt McLeod reviewed his memo and explained the impact of not including the timber park.  The percentage of SDCs to be collected will be much higher if the timber park land is not included in the park inventory.  He encouraged the council and commission to include the timber park in the park inventory.  Mr. McLeod answered questions regarding the parkland inventory and acquisition costs. 

 

There was discussion on changing the amounts in the list to increase some line items and add a neighborhood park line item as follows:

Increase - Wade Creek Park - $400,000

Increase - Lake Shore Trail - $300,000

Add – Timber Park - $200,000

Add – North Side Neighborhood Park – 5 acres - $600,000

Pocket Parks, the Skate Park and engineering will remain the same

 

Mr. McLeod also stated that there would also be a reimbursement fee for funds put into parks over the last 10 years.   

 

The group reviewed page 58 in the park master plan of park inventory.  They discussed the amendments above that would drive the fee up to approximately $3,000 per SDC.  They discussed what could be cut such as timber park money to $50,000, 4 acres of the North side neighborhood park at $500,000 and the Lake Shore Trail down to $200,000.  Mr. McLeod will rework a preliminary chart and bring it back to the group for discussion.

 

CM Ealy stated that a draft should be ready for the next council and commission packet.
