Estacada Parks and Commission

Minutes – May 28, 2003

 

 

Chairperson Turk called the meeting to order at 07:12 pm

Members present:  Dianna Turk, Pam Peterson, Rob Kowalewski, Cheryl Copeland, Deb Weikum and Roxanne Morrisey

Guest Present:  Bill Strawn

 

The minutes from the 04/23/03 meeting were reviewed.  Commissioner Kowalewski made a motion to approve the minutes as written, Commissioner Peterson seconded this motion.  All in attendance agreed.

 

Citizen’s Concerns & Comments:

No Citizen’s concerns or comments.

 

Staff Report

City Manager Ealy was unable to attend the meeting, but had an that was sent to all members of the Parks and Recreation Commission to review.  CM Ealy did not submit the State Parks grant due to the 40% match required, the appraisal and budget issues.  CM Ealy indicated in his email that a sign for Wade Creek was in the design/ order stage.  He requested that the commission come up with what the sign would say.  All members agreed that the sign should say “Coming Soon, Your First City Park, Wade Creek Park”.  Chairperson Turk will forward this information to City Manager Ealy.

 

 

City Council Liaison Report

The City Council Liaison was not in attendance.  The lack of attendance by the liaison was discussed by the commission.  Cms. Kowalewski made a motion for the Parks and Recreation Commission to write a letter to Mayor Bob Austin and City Manager Randy Ealy regarding the non-attendance of the City Council Liaison(s), the May 12th. meeting regarding Phase I of the Master Plan that the Parks and Recreation Commission was not informed of and the April SDC meeting for which the commission was not informed of..  Commissioner Peterson seconded this motion.  All in attendance agreed.  Chairperson Turk will write the letter.

 

Unfinished business

Bill Strawn was in attendance to explain and discuss the budget with the commission.   Bill Strawn felt that with the proposed budget that the City of Estacada would have enough resources to cover the basic maintenance of Wade Creek Park.    He felt the Commission would be able to tell any funding agencies that the on-going maintenance of the park is in the budget. 

Bill Strawn spent a great deal explaining the budget and discussing his views on the development of Wade Creek Park.  His input was very much appreciated. 

 

June 21, 2003 from 10:00am to 1:00pm was selected as a clean up day for Wade Creek Park.  All commission members were going to try and attend if their schedules permitted.

 

The Commission discussed selecting a workshop date for grant writing.  No date was determined at this time.
